About the Proposal
UN Women India Country Office (ICO) is looking to engage an international consultant agency for enhancing M&E capacity of UN Women India’s Programme teams within 12 months from start of contract, through development of robust M&E frameworks and tools, ensure efficient data collection and analysis and capacity building for robust M&E systems and reporting.
Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women, men and diverse genders as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women’s Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.
The selected international consultant agency will work closely with UN Women's M&E Specialist and Programme Leads, implementing partners and beneficiaries, to develop a Monitoring, Evaluation and Learning Framework (MELF) for the India CO (ICO) that aligns with the Strategic Note. The international consultant agency will collaborate with the M&E specialist and the ICO team to understand the ICO’s overall M&E system and respective thematic areas; develop robust M&E frameworks and tools, ensure efficient data collection and analysis, and visualise findings through various knowledge products and processes. The international consultant agency will also be responsible for working with the M&E Specialist to assess the M&E capacity of programme teams, design training programmes, and oversee their implementation of the MELF. The international consultant agency will work closely with the existing M&E team within the organisation to build capacity for robust M&E systems and reporting. The international consultant agency will provide advise and assistance on two workshops/ conferences of internal and external stakeholders to share emerging lessons based on implementation of the MELF and to finalise the MELF and associated tools and systems. In this context, the international consultant agency will work under the guidance and direct supervision of the Country Representative, UN Women India CO.
Objectives of the assignment:
The selected international consultant agency will work under the direct supervision of the Country Representative, UN Women ICO to enhance the M&E capacity of UN Women India’s Programme teams as outlined in the scope of work.
Scope of work:
The selected international consultant agency will have the following tasks:
- Review the India Country Office’s monitoring and evaluation system to assess strengths and weaknesses of the system and within programmes to inform the development of the Monitoring Evaluation and Learning Framework.
- Review India Country Office’s Strategic Notes (2018-2022 and 2023 to 2027) and associated work plans and reports to gain an understanding of strengths and weaknesses of the portfolio; assess the current indicators and develop a Monitoring, Evaluation and learning framework (MELF).
- Develop a partnership with the India Country Office’s (ICO) M&E specialist so as to build capacity within the ICO on developing and implementing a MELF
- Work with Programme Leads to gain a deeper understanding of their respective thematic areas, objectives
- Visit at least three field sites to understand the country context and impact of existing programmes.
- Based on this desktop and in person review, develop a Monitoring Evaluation and Learning framework with the ICO.:
- meet with ICO staff and stakeholders to assess current indicators and develop effective indicators to measure overall impact of the ICO
- Use a participatory process to develop the Framework
- With the ICO M&E specialist, consult with ICO and stakeholders on the draft Framework and finalise
- Develop a capacity development plan for ICO and implementing partners as part of the MELF
- Support the ICO M&E specialist to implement the capacity development plan for staff and implementing partners through provision of advice and support to:
- develop M&E tools, data collection systems, and training.
- pilot and test tools and data collection systems, and fine tune
- Provide support to the ICO M&E specialist to help staff and implementing partners implement the MELF:
- Provide advice and participate in a 6-month review process in country with staff, Implementing Partners and beneficiaries. This would be an ICO event drawing together all partners to share lessons learned about the MELF and provide capacity development to continue to build a systematic approach to M&E within programmes and across the Country Office
- Provide advice and participate in a lesson learned workshop/conference with ICO, implementing partners, development partners and beneficiaries to understand impact; share lessons and finalise data collection systems and tools, and the MELF as a whole.
Period of performance: The duration of the assignment will be 12 months from start of contract including planning, implementation and evaluation. Any extension will be accompanied with justification and prior approval from UNW ICO Representative and as per UNW rules and regulations.
