About the Proposal  

UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of LRFP-OR-2024-01-9193066. The specific focus of this RFP is to understand why children come into conflict with the law, addressing a growing challenge for the justice system. As more children commit offenses, it is essential to explore the underlying causes that contribute to juvenile delinquency. Common assumptions suggest that factors like economic hardship, low literacy, dysfunctional families, and exposure to violence and substance abuse play significant roles. Moreover, societal changes such as urbanization and increased access to technology may also be contributing to this trend. This study seeks to capture the perspectives of children in conflict with the law and identify the root causes of their involvement in crime. By examining these factors, the study aims to develop strategies to prevent juvenile crime and enhance rehabilitation efforts within the juvenile justice system. Additionally, it will identify best practices currently being implemented in Observation and Special Homes across Odisha.
