Description of RFP
Through Samuday’s livelihood projects, an alternative source of livelihood is being created to increase the income of marginalized groups in 524 Gram Panchayats in Hardoi district of Uttar Pradesh. This is being achieved by engaging individuals in multiple income generating activities like poultry, goat rearing, skill development and a handicraft program to promote entrepreneurship. Samuday team members are also working on different aspects of dairy farming by training farmers on the best practices of dairy management; veterinary camps like preventive health camp, fertility improvement program (FIP) camps, feed and fodder demonstration etc. are also being held for knowledge improvement.
Samuday’s livelihood projects are also dedicated to providing comprehensive skill and vocational based training to engage rural youth, with an aim to equip them with the necessary skills and knowledge to secure employment in relevant sectors, fostering sustainable economic development in communities.
In recent years, there has been a significant rise in industrial development surrounding the project area. As a result, HCLFoundation continues to explore employment opportunities in and around Hardoi and Lucknow, with an objective to identify the current job demands for the youth. The purpose of this Request for Proposal (RFP) is to appoint an institution /social sector organization, to undertake a survey pertaining to the above-mentioned objective.
Scope of Work
The RFP focuses on the following objective:
- Conducting a survey to understand and assess the requirements of the established industries in the regions of Sandila, Hardoi & Lucknow for blue collar jobs appropriate for rural youth.
- The survey should primarily focus on-
- Categorization of the current organizations or businesses (based on size of the business as per revenue & trade).
- Nature of resources employed
- Specific need of the business as per their categories in terms of HR requirements.
- Requirements of female employees in the potential industries.
Who Can Apply
- Not-for-Profit organizations with valid 12A & 80G certificates are preferred but the application is also open to Business firms / For-Profit organizations.
- The organization should have prior expertise in the thematic area of the work.

- Proposals received after the due date will be liable for rejection.
- Proposal must include all the components mentioned above.
- We will adhere to strict activities-timeline listed as per Annexure 01. We encourage organizations to submit proposal and deliver the said work keeping the defined timelines as per the HCLF’s Gant Chart in Annexure 01.
