About Bharti Airtel Foundation
Bharti Airtel Foundation was set up in the year 2000 as the philanthropic arm of Bharti Enterprises. It implements and supports programs in primary, secondary and higher education. Since 2006, the flagship, Satya Bharti School Program has been providing free quality education to thousands of underprivileged children in 173 schools in rural India across five states, with a focus on the girl child. The impact of quality education has been widened by transferring the learning and good practices of this program to more than 3 lakh students studying in 800+ partnering government schools across 11 States/UTs, through Satya Bharti Quality Support Program (QSP), since 2013. Most of the processes under QSP were found to be pragmatic. Bharti Airtel Foundation was invited by several education officers at district and state level to scale up some of the initiatives through QSP At Scale. The Foundation has recently launched a new initiative, TheTeacherApp, one of the most innovative technology solution for teachers and educators in the country. In response to the government’s Swachh Bharat Abhiyan, the Foundation initiated Satya Bharti Abhiyan from 2014 to 2021 which benefitted over 2 lakh beneficiaries by improving sanitation conditions in the districts of Punjab. Terms of Reference for Child Safety Assessment
Bharti Airtel Foundation, the philanthropic arm of Bharti Enterprises is providing quality education to underprivileged children in rural India. Started in 2006, our flagship Satya Bharti School Program has 164 schools currently running in four states. The schools
provide quality education completely free of cost to about 36,000 disadvantaged children, of which ~50% are girls and 76% are from the SC/ST/OBC categories.
Of the 164 schools, 5 are Senior Secondary schools, 30 elementary schools and the remaining 129 are primary schools across Punjab, Rajasthan, Haryana and UP. All schools follow the respective state boards except the 5 Sr Secondary that are run under the PPP model and follow the CBSE board curriculum.
A. Purpose of Assessment
Bharti Airtel Foundation have special focus on child safety and has 17 child safety processes. Bharti Airtel Foundation continue to strengthen its processes in line with guidelines and advisories issued by respective government agencies. External annual child safety assessment is undertaken to get an independent view of the state of child safety at schools. Purpose of this assessment includes:
∙ Assessment of adherence to existing 17 Child Safety Processes. Adequacy and effectiveness from a safety perspective
∙ Assessment of adherence to the compliances, guidelines/advisories, released by respective government agencies (RTE, NCPCR, State Education departments, NBC, NDMA, and any other) including state specific rules.
∙ Recommendations on the basis of assessment of above aspects including thoughts for additional processes/guidelines to plug the gap, if any.
The final outcome of this assessment is expected to cover the following: i) Risk and issues
ii) Strength areas
iii) Analysis and Recommendations
Key Stakeholders of the Project:
a. Students
b. Principals / Head teachers / Teachers
c. Program team – central and regional leaders.
d. Quality Team – Facilitator for study
Suggested Indicators:
∙ Risk & Issues under the category of Vital / essential / Desirable with clear identification of gaps, which are mandated by law vs suggestive areas.
Vital : Mandated as per law and severity is high
Essential: laws and guidelines are suggestive and severity is medium.
Desirable Suggestion based on industry practice and assessors expertise
Scope of Work:
Physical Assessment for the sample schools.
Sample should ensure, 100% of the schools are covered in 3 years. Hence, the schools, which are covered in last 2 years, will be excluded from sampling. Schools, which are undergoing major work including construction activities, should be excluded from the current sample and taken up for the next assessment.
Random sample of schools should be taken from the eligible school list ensuring required sample under the Primary and elementary schools are covered. 100% of senior secondary schools will be covered in every assessment. Sample should have representation at district level.

RFQ Posting Date - 5th Aug 2024
Proposal submission deadline - 19th Aug 2024
Evaluation period - 7 - 10 Days
Announcement of selected QP reviewer - 31st Aug 2024
*Note 1 - RFQ may be pre-closed before due date, if we received suitable child safety assessment agency
*Note 2 - Experience with pre-school audit experience will be recommended and experience with giver school audit will be preferred.
