Purpose of the RFP

The purpose of this document is to invite proposals from organizations working to provide Fecal Sludge Management (FSM) services with a proven record of accomplishment in implementing such projects with Urban Local Bodies, Nagar Panchayat or at village level. The organization needs to submit proposal for ‘Fecal Sludge Management – Waste 2 Value Initiative’ in one of HCLFoundation’s project area – Rabupura village of Greater Noida, Uttar Pradesh.

Objective of the RFP

The objective of this document is to request for proposals in-line with the standards of
HCLFoundation. Respondents are also requested to submit their proposals based on detailed instructions given below.

Proposals are invited from organizations with expertise in implementing projects around FSM, reusage of water, co-composting, community awareness, engagement and sensitization. Furthermore, the organization is to identify a notable partner responsible to conduct a detailed assessment and situational analysis at the project site. The goal for the same would be to develop feasible solutions and plans for FSM and improve the existing fecal waste disposal process.

The objective of FSM Project ‘Waste 2 Value’ is to establish and facilitate an environment friendly low-cost FSM plant/infrastructure for efficient management and treatment of fecal sludge in Rabupura village and nearby areas. The plant should be based on the DEWATS -Decetralized Wastewater Treatment system that enables sustainable sanitation solutions for the village. The highlight of this project should be better management and disposal of fecal sludge enabling public health improvement, and environment protection. Interested organisations have to identify different stakeholders in the FSM ecosystem and assess their capacity building requirements for better integration and execution. Community awareness, sensitization and capacity building of all the stakeholders should be an integral part of the project to ensure its long-term success and sustainability.

Additionally, the aim is to create an enabling environment and behavioral practices prompting safe sanitation practices through stakeholders’ engagement. The project will also develop a replicable and scalable model of a holistic Solid and Liquid Waste Management (SLWM) at Rabupura Nagar panchayat of Greater Noida.

Who Can Apply               

1)     Not-for-Profit organizations with valid 12A & 80G and CSR 1 certificates

2)     The organization should have prior expertise in the thematic area of the work

 

Submission Details

Interested organizations may submit a proposed plan as per their strengths and expertise. Proposals should also include a Gantt chart, a theory of change (ToC), a log frame with comprehensive list of activities proposed in the scope of work, and a tentative timeline. Applicants are requested to share their proposals along with a duly filled-in Budget Costing Excel sheet as per the below-mentioned submission details and deadlines.

Budget: The budget must be submitted as per the attached template. Please provide a detailed breakdown of each line-item and all sub line-item costs with clear budget explanatory notes. Any taxes, including service tax, sales tax, value-added tax, or any other applicable tax, duty, cess, or levies, must be quoted separately from the price of goods and services. The terms of payment, along with a tentative timeline, must also be attached.

Gantt Chart: The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline.

Kindly provide an LFA/ToC with key objectives, activities, inputs, outputs, outcomes and impact & a risk assessment and mitigation plan. The proposal must include indicators that wil be used for assessing the impact.

Applicants are requested to duly fill in all Annexures and share with the proposal.
