About the Organization
Development Support Center (DSC) is a resource organization that provides knowledge- based support to Non-Government Organizations (NGOs), Corporate Houses (CSRs), Government Agencies, Community Based Organizations and other stakeholders in the field of Participatory Natural Resource Management (PNRM) and sustainable livelihoods. The organization was established by Late Shri Anil C. Shah in the year 1994, in response to the demand from various eminent individuals and stakeholders concerned with rural development in Gujarat and at present, its projects cover four states of Western India. DSC provides a variety of services through multi-disciplinary team of professionals that directly implements projects, helps in capacity building of key functionaries, carries out field studies and takes initiatives for research and appropriate policy changes.
About the Proposal
The project is rooted in creating community-led Water Security Plans (WSPs) by leveraging data- driven planning and integrating principles of Integrated Water Resources Management (IWRM) with the Government of India’s Atal Bhujal Yojana. The project seeks to address critical issues of groundwater overexploitation, declining agricultural productivity, and socio-economic vulnerabilities by strengthening community institutions, promoting water-efficient agricultural practices, and fostering behavior change at the grassroots level.
During the initial phase, the DSC team collected extensive datasets through secondary research, primary surveys, participatory rural appraisals (PRA), and focus group discussions (FGD). These datasets include but are not limited to village profiles, land and water resources, agriculture practices, groundwater quality and table levels, and seasonal cropping patterns. The project requires a detailed situational analysis report for these 150 villages to serve as a baseline document aligned with the project’s goals and outcomes. This document will also act as a key deliverable to the donor partner, HUF, for effective communication and strategic planning.
Objective
To engage a consultant/agency to:
- Compile, analyze, and synthesize collected datasets.
- Develop a comprehensive situational analysis report providing insights, trends, status and correlations across water resources, agriculture, and socio-economic data.
- Align the report with water security project objectives and provide actionable recommendations, area specific planning for achieving water security, sustainable agriculture, and community well-being.
- Deliver a professional benchmarking report and an executive presentation tailored for the project objectives and outcomes.
Scope of Work
The selected consultant/agency will:
Review Data:
- Validate and clean datasets collected by DSC, ensuring accuracy and consistency.
- Incorporate additional secondary data sources if necessary.
Analyze and Synthesize Data:
- Perform statistical and correlational analysis to identify trends and correlations.
Prepare Deliverables:
- Situational Analysis Report: A comprehensive report with insights, data visualizations, and baseline and benchmarking metrics.
- Executive Summary and Presentation: A concise version for donor stakeholders.
Collaborate and Present:
- Work closely with DSC’s project team for insights and validation.
- Present findings and key insights to DSC and HUF.
Eligibility
The consultant/agency must have:
- Proven experience in data analysis, reporting, and visualization in the context of rural development, water resource management, or agriculture.
- Strong report writing skills with the ability to tailor outputs for professional donors.
- Prior experience on baseline – endline study
- Prior experience working on CSR projects or with NGOs will be an added advantage.

Submission Deadline:
All proposals must be submitted no later than 15-02-2025. Late submissions will not be considered.
