1. Summary of the project:  

SELCO Foundation launched the world’s largest 'Energy for Health' initiative in April 2023 in  partnership with the Ministry of Health and Family Welfare, state health departments, among  others. The initiative aims to strengthen the delivery of healthcare to over 170 million people  by reliably and sustainably powering 25,000 public health facilities in remote, rural,  climatically and socioeconomically vulnerable regions across 12 states in India. 

2. Goals and Objectives 

The organization aims to develop and deploy a robust communication and outreach  program to enhance awareness, mobilisation and ownership of all stakeholders (State  and district health workers, last mile health workers, clean energy enterprises, last  mile communities, NGOs/ CSOs) in the public health sector. 

• To develop a comprehensive communication strategy through ground research and  stakeholder consultation

• To develop a plan on effective outreach (and training / capacity building) activities  to raise awareness, mobilise and promote stakeholder ownership. 

3. Scope of Work 

Organizations and Individuals are requested to share proposals outlining their  approach to a robust Communication Research for Energy for Health program  impacting stakeholders, local organizations, and community groups. 

4. Requirement:  

The technical proposals will be evaluated based on the following general areas:

1. Expertise in Public Health Sector: Choose an agency or individual with  demonstrated expertise in public health sector and awareness of Decentralized  Energy Solutions to ensure a comprehensive understanding of the subject matter.

2. Proven Track Record: Prioritize entities with a track record of researching and  developing communication strategy, particularly those focused on integrated  solutions and socio-economic development through technology. 

3. Relevant Experience: Entities with at least 5 years of experience in research and  communication strategy in the public health domain and/ or energy domain. 

4. Community-Centric Approach: Entities who demonstrate an understanding of  user centric, grassroots and community led solutions. 

5. Team: The proposal needs to include CVs of key personnel/ organizational  credentials, data collection capabilities in specified geographies, and detailed  costing. 

6. Workplan: Gantt chart showing timelines and dependencies as well.

7. Methodology: Evaluation approach, methodology, and Sample size
