Job Description

The position is to be filled as soon as possible, with an initial contract duration for 2 years. There are good prospects for an extension. The place of work will be New Delhi, in India (IN). The position is paid according to Salary Group 8 (Annual package 25-28 lakh).

Under the supervision of the Country Director the Head of Programmes supports the development of the multiannual country programme and contributes to its implementation and monitoring in order to maximize the WHH impact on the basis of Welthungerhilfe strategy and the relevant concept papers and according to WHH quality standards.

The Head of Programmes represents Welthungerhilfe in the country in agreement with the Country Director

Job Responsibilities

Specific Activities and duties of the position

As a key member of the Senior Management Team alongside the Country Director, Head of Program Development, Quality and Strategy, and Head of Finance/Administration, the Head of Program - Implementation will oversee and manage Welthungerhilfe’s program in India. This role ensures the effective management of programs and projects (excluding research projects) across various states and the wider region. The individual will supervise Program Coordinators and oversee sub-offices in Kolkata and Jharkhand. As a member of the Senior Management Team, the Head of Programme-Implementation will contribute to:

  • Leadership and Management: Provide overall leadership and management in collaboration with the Country Director and Head of Program Development, Quality and Strategy.
  • Strategic Implementation: Lead the implementation of the County Strategy Plan under the guidance of the Country Director.
  • Program Development: Support country strategy and program development in collaboration with the Head of Program Development, Quality and Strategy, ensuring alignment with Welthungerhilfe’s overall mandate and strategy.
  • Organizational Culture: Foster an organizational environment that embodies Welthungerhilfe’s core values and principles and encourages a team culture that thrives on continuous learning, creativity, innovation, and a strong sense of accountability.

Relationship Building: Establish, maintain, and enhance active and regular working relationships with local partner organizations, government authorities, development agencies and donors.

  • Global Knowledge Sharing: Contribute to global knowledge and learning within Welthungerhilfe.
  • Oversight and Management of Program Implementation
  • Program Coordination: Lead program coordination, driving high-impact and evidence-based implementation aligned with project objectives, Welthungerhilfe's strategy, and compliance and accountability standards. Oversee program operations and ensure timely submission of high-quality program reports and donor reports by Program Coordinators.
  • Program Design: Collaborate with the Head of Program Development, Quality and Strategy to develop and conceptualize innovative, high-quality programs that attract funding from a diverse range of donors.
  • Operational Model: Collaborate with Senior Management Team to define, implement, and continuously improve an effective, efficient, and sustainable operating model for Welthungerhilfe and its partners.
  • Staff Management and Development: Lead the program coordination team by ensuring adequate staffing, clearly defined roles, and regular performance evaluations. Provide ongoing leadership, management support, and mentorship, empowering Program Coordinators to foster a high-performing environment. Ensure access to professional development opportunities, including leadership and management skills, and project cycle management (PCM).
  • Representation and Networking: Proactively seek and maintain active and regular working relationships with local partner organizations, government authorities, and other important stakeholders. Regularly interact with the NGO community to ensure awareness of WHH programs, gather up-to-date information about the plans and programs of other actors, and identify potential partnerships.

  • Undertake any other duties commensurate with the grade and as communicated by Welthungerhilfe.

Education Qualification/Required Skills & Experience

  • Recommended a minimum of 10 years of senior management and experience in non-profit environment, including significant field operations experience
  • Degree in development or other social sciences or relevant degree

Skills

  • Excellent interpersonal, communication and presentation skills; excellent people management skills, experience of managing and developing a team
  • Solid project management skills related to organizational development projects and international, cross-functional teams with a proven history of delivering results
  • Significant knowledge of international development systems, institutions, and donors, and of procedures and accountability frameworks
  • Excellent conceptual and analytical skills, systems thinker, and effective negotiator, with the ability to positively influence cross departmental and cross sectoral working relationships
  • Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals
  • Ability to make decisions, work under pressure on several competing tasks and meet deadlines.
  • Ability to work successfully in a complex political environment and on sensitive issues.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in
  • Demonstrated experience working on complex, multi-partner projects in an international setting
  • Very good understanding of at least 3 of the sectoral programs (Agriculture, Nutrition, WASH) and a working knowledge of the program priorities of the Country Office
  • An in-depth understanding of national and international development issues
  • Willingness to spend 50 to 60% of time traveling to implementation sites for technical monitoring and supervision visits
  • Fluency in written and spoken English.
