Job Description

The Head of Office, MSF India is responsible to support the Executive Director in continuing the strategic vision, leadership and performance of MSF in India, manage functioning of the office(s) in India - Delhi, Bangalore, Mumbai & Hyderabad and representing MSF in India with stakeholders.

Job Responsibilities  

Overall responsible for resource management of the office(s) in India

  • Ensures the rationale and accountability of the use of all resources (human, financial, logistical)
  • Responsible for adherence of organisational policies in India in collaboration with Directors of HR & Facilities, Finance & ICT
  • Overall responsible for management of the entities in India from a legal and compliance perspective.
  • Part of Full Executive Committee of Branch Offices

Management of political and humanitarian context developments in India

  • Monitoring and analysis of political contexts and their humanitarian and health implications.
  • Supporting appropriate operational responses of MSF in the country through the Executive Director.
  • Participating in the development and review of country policies including the timely identification of relevant needs of operational response, advocacy and communications as part of the steering committee.

Leadership and strategic management

  • Is overall responsible for the management of the MSF office(s) in Delhi, Bangalore, Mumbai & Hyderabad from a legal and compliance perspective.
  • Contributes to the definition and review of the role and responsibilities of the MSF offices in India.
  • Contributes to positioning of the MSF movement in relevant dossiers from the South Asia region in conjunction with the Humanitarian advocacy, Director of Communications and the Executive Director.
  • Is responsible for ensuring the adherence to internal and external reporting requirements in accordance with MSF policies (internal), and Indian laws and regulations (external)
  • Maintains good contacts and communication with fellow MT members
  • Facilitation and implementation of MSF dossiers as demanded by organisational needs and requested by the General/Executive Director.

External representation and communication

  • Acts as an MSF spokesperson as required by the organisation at the required level in India
  • Advocates for and communicates on MSF priorities as agreed internationally and regionally, as required by the role.
  • Represents MSF in various platforms- of Governments, NGOs, academia and institutions, companies and major donors in India.

Office and Resources Management

  • Is responsible for effective functioning of the MSF offices in India, providing leadership and office management and supporting the coordination between the departments.
  • Ensures the appropriate planning and use of resources (human, financial, material) for the offices, ensuring adherence to relevant administrative policies and procedures, and updates the Annual Plan and budget accordingly (financial, logistics, human resources).
  • Is responsible for proper implementation of resource management in the office, together with the Director of Finance & ICT, and the Director of HR & Facilities,  identifying both short term and long-term needs for effective functioning of the reduced office and ensuring adequate follow up.
  • Coaches and guides the staff of the Indian offices in managing their respective tasks and in cooperation with each Head of Department or Supervisor, thereby creating a positive and motivated work attitude among all staff.
  • Works closely with MSF Operational colleagues on managing the space and utilities of MSF India office in Delhi.

Financial Management

  • Is the main budget holder and signatory for MSF India
  • Manages the MSF India budget and reports monthly to General/Executive Director
  • Ensuring Governance, Legal and Compliances of MSFI.
  • Updating Risk Register of MSFI and reporting to GD

Association

  • Continues to work with the MSF South Asia Association Secretariat to support the development of the MSF South Asia Association and associative life in India.

Key Dimensions

  • Financial Dimensions - Responsible for budget as per annual plan in collaboration with HoDs
  • Other Dimensions - Supervision of approx. 10 staff

  • Continuing business as usual with reduced MSF India staff based in Delhi
  • Legal management of offices of MSF India in India

Education Qualification/Required Skills & Experience

  • Bachelors or Masters degree
  • Previous experience of at least 7 years in international humanitarian aid or development context and experience working in the field.

Relevant Experience (Type of experience and minimum number of years)

  • Thorough understanding of and experience with MSF social mission (minimum 7 years with MSF).
  • Experience of running the office independently
  • Extensive managerial experience (minimum 5 years in a senior position) and understanding of organizational issues and (team) dynamics
  • Experience of strategy development and delivery to include strategic, budget and workforce planning.
  • Understanding of the Indian legal, compliance contexts from an international humanitarian perspective

Other requirements (Behavioral, Language, Certifications etc. including competencies)

  • Knowledge of basic HR, communications, media, advocacy and fundraising.
  • Very good communication and representation/ networking abilities (straightforward, structured and inspirational).
  • Commitment to MSF Principles and Values
  • Excellent knowledge of written & spoken English
  • Knowledge of Hindi preferable
  • Willingness to travel significantly
