Job Description
As the Assistant Management - Monitoring & Evaluation Advisor, you will work closely with the fundraising and program teams in IDH offices in India, as advisor and support. You will report directly to the Director Programs- India and matrix working with the Global M&E Team at IDH.
Job Responsibilities
MEL Counsellor and safeguard at India programs level:
- Internal expert for the India team on IDH M&E processes, frameworks, deliverables, and impact areas, risk assessments (ESG Assessments)
- Become the ‘internal expert’ for India team by staying linked, educated and aware of internal transitions on the organization level TOC, M&E processes and the capacity building needs they bring for the local India team.
- Lead or support the design, undertake, and oversee evaluations for India programs and projects for program scoping, planning and evaluation purposes. Be able to articulate key assumptions and learning questions.
- Support the management of external service providers to ensure M&E assignments meeting the needs of project/program/organization.
- Summarize and present program results and evaluation findings to internal and external partners, focused on key ‘learning questions’ that corelate to the ‘what and ‘how’ of each program.
- Provide technical support and respond to ad-hoc program request for development and implementation of M&E framework of Business Units, activities include but not limited to proposal development, reconstruction of Theory of Change (ToC), M&E framework and indicator guidance, target-setting, articulation of key assumptions and learning questions
Standardisation of Data Collection and Management Support the roll-out of the IDH organizational
- Result Measurement Framework across programs, including impact level indicators, ensure adherence of indicator definition and measurement guidance.
- Support organizational impact management by ensuring individual data collection activities (field level and sector level, quantitative and qualitative) are designed and implemented against a coherent learning trajectory and organizational evaluation plan.
- Ensure deliverables of data collection activities (such as Primary Data Collection) fit the purpose of project, program and organization and meeting quality standard.
- Support IDH India in building capacity to implement M&E frameworks, interpret M&E data and support IDH programs to make use of insights to steer the quality of projects and programs.
- Being the safeguard/checkpoint for data privacy and confidential norms and processes across M&E processes that involve vulnerable groups (farmers, workers, other groups).
- Cultivate an M&E culture and promote data-driven decision making.
- Support cross-learning with global impact and M&E colleagues with the India team, through calendarized trainings
- Empaneling a pool of organizations with M&E expertise across components and functions into a framework agreement, benchmarked against IDH global standards.
- Training and building the understanding of IDH’s expectations of quality, transparency and process across commissioned assignments.
- Leading the selection and review processes (pre- and post- ) assignments with the M&E service provider and program team for 360 degree feedback.
- Responsible for IDH India’s knowledge repository management for efficient cross sharing of key resources across teams, particularly in M&E.
Education Qualification/Required Skills & Experience
- Working and thinking at Master’s level
- Minimum 5 years working experience in M&E or impact evaluation, preferably also with international organizations
- Excellent communication skills to be able to improve M&E practice and communicate program results and evaluation findings to broad audiences
- Experience in designing and managing the implementation of independent evaluations
- Experience designing and implementing M&E frameworks
- Experience in managing and working with international teams (remotely)
- Strong data management and analytical skills
- Great interpersonal skills
- Able to work independently and show initiative to influence changes
- Proficiency in Microsoft Office, especially a very good working knowledge of Salesforce, Excel and PowerPoint Excellent spoken and written communication skills in English
Preferred qualifications
- Experience with statistical analysis and software and software such as SAS, SPSS, R or Python is desired
- Experience with geodata management and GIS software is an advantage.
- Affinity with sustainability, landscapes and international trade and development is an advantage but not an exclusion criterion.
- Knowledge and skill on social and environmental impact assessment would be an advantage
