Job Description/Responsibilities
The position sits within the Women's Economic Empowerment Unit at UN Women India Country Office. The incumbent will be responsible for leading specific programs, overseeing technical inputs, and managing knowledge products that support evidence-based policymaking and advocacy. The role requires close collaboration with government ministries, UN agencies, donor partners, and private sector stakeholders to integrate gender considerations into economic policies and programs. Internally, the position will work across teams, including research, communications, and monitoring and evaluation, to ensure alignment with broader organizational goals. The incumbent will also engage with external partners to facilitate multi-stakeholder dialogues, promote best practices, and support the scaling of impactful models for women’s economic empowerment.
Reporting to Country Programme Manager, WEE, the Programme Analyst contributes to the effective management of UN Women programmes in the India Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Contribute technically to the development of programme strategies in the area of women's economic empowerment (WEE):
- Provide substantive inputs to the design and formulation of programme/project proposals and initiatives, with a focus on increasing women's access to finance, skilling and employment opportunities.
- Identify areas for intervention related to financial inclusion, skilling, and enterprise development for women.
Provide substantive technical support to the implementation and management of WEE programmes:
- Provide technical inputs to the annual workplan and budget, ensuring alignment with programmatic priorities.
- Lead the implementation of initiatives supporting financial access for women entrepreneurs, including engagement with financial institutions and government bodies.
- Oversee and provide technical guidance to implementing partners, ensuring effective program delivery, financial compliance, and timely submission of reports.
- Train partners on Results-Based Management and monitor implementation to strengthen impact measurement.
Provide technical assistance and capacity development to project/programme partners:
- Provide technical support in implementing programme activities related to skilling, employment, entrepreneurship, and financial inclusion.
- Develop technical knowledge products, toolkits, and guidelines to support programmatic interventions.
- Strengthen relationships with national and regional partners to expand initiatives supporting access to skilling, employment opportunities for women.
Identify opportunities for capacity-building of partners and facilitate technical support and training, particularly on skilling, financial literacy and business development.
Provide technical inputs to monitoring and reporting of the programme/project:
- Monitor progress using results management system, ensuring data-driven decision-making.
- Lead the consolidation of programmatic outcomes and impact assessments for internal and donor reporting.
- Draft reports on monitoring missions, programme results, outputs, and outcomes.
- Provide substantive inputs to the preparation of donor and UN Women reports, ensuring alignment with organizational priorities.
Provide substantive technical inputs to the management of people and finances of the WEE programme:
- Monitor budget implementation and facilitate budget re-alignments/revisions, as necessary.
- Provide technical inputs to financial reporting, ensuring adherence to donor and UN Women guidelines.
- Supervise Programme Associates and Assistants, providing guidance on programmatic and operational functions.
Provide substantive inputs to building partnerships and resource mobilization strategies:
- Support the development of resource mobilization strategies, with a focus on expanding financial inclusion for women.
- Develop project summaries, briefing notes, and donor profiles to strengthen engagement with key stakeholders.
- Represent UN Women in donor meetings, private sector engagement forums, and public information events
- Provide technical support to inter-agency coordination on WEE to achieve coherence and alignment of UN Women programmes with national priorities:
- Provide technical support to the Representative and Deputy Representative on inter-agency coordination efforts.
- Draft background reports, concept notes, and policy briefs for inter-agency dialogues on women's financial inclusion and economic empowerment.
Provide substantive inputs to advocacy, knowledge building, and communication efforts:
- Develop background documents, briefs, and presentations on financial inclusion, skilling, and entrepreneurship for women.
- Coordinate advocacy campaigns, events, trainings, and knowledge-sharing workshops.
- Lead knowledge management efforts, ensuring the development of high-quality reports, case studies, and policy briefs to showcase programmatic impact.
Education Qualification/Required Skills & Experience
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification would be an added advantage.
Experience:
- At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in the Women’s Economic Empowerment programming is desirable.
- Experience coordinating and liaising with government agencies and/or donors is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
Language Requirement:
- Fluency in English and Hindi is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
