Job Description

As CIFF’s ambition for improving children’s lives in India moves from a programmatic to an ecosystem focused Mission mode, the Programme Officer, India is an organised professional with interests in one or more of CIFF’s priority areas for children. Working with people at all levels, both within and outside the organisation, the role is fast paced, requires working flexibly across teams as per business needs, building and maintaining strong relationships.

The Programme Officer, India will provide comprehensive and proactive programme support across the key CIFF priorities/teams on its Children Portfolio– Violence Against Children (VAC) including education and child protection, Women’s Economic Empowerment (WEE), Sexual & Reproductive Health & Rights (SRHR) and Child Health and Development (CHD).

This position requires a combination of strong analytical and programme management skills, research experience (data and budget analysis, advanced knowledge of Excel), excellent communication skills (verbal and written English, Power Point presentations), mandatory experience of working on gender, and domain expertise in any one or more of the following areas – Education, Vocational Skilling and Livelihoods, Child Protection, social protection, SRHR, nutrition and CHD.

Job Responsibilities:

Principal responsibilities

Strategy & planning

  • Working alongside senior colleagues, collate and/or conduct high quality analysis and research on specific projects and sector trends, as required, to support teams and senior management in determining future strategic priorities and setting operational plans.
  • Provide and communicate global, regional, national and sectoral insights both verbally and in writing, which contribute to the strategy and planning process.
  • Support specific programme teams and Director, Programme Excellence in the organisation, coordination, documentation and professional presentation of outputs from the strategy and planning process (presentations /documents /reports).

Programme development, delivery & performance

  • Provide coordination, analytical and administrative support to the team to enable the manager to -
  • Manage programmes in accordance with priorities and plans, using a cost efficiency lens.
  • Conduct regular reviews of the progress and performance of programmes, including Mission Dashboard management, to identify problems and delays, and work with partners to develop effective solutions (escalating to more senior colleagues for support and intervention, where required).
  • Against key corporate and Sector Team indicators and targets, monitor and report internally on the performance of assigned caseload.
  • Apply agreed due diligence and risk management protocols appropriately throughout the development and delivery of proposals and programmes, to ensure the interests and reputation of the Foundation are protected.
  • Conduct structured feasibility analysis on investment proposals, using an appropriate range of methodologies and techniques, to ensure they are based on logical and robust assumptions, which can withstand scrutiny from the ET and CIFF Board.
  • Identify and embed appropriate monitoring and impact processes in programmes, with a learning lens, aligned to the advice and guidance of the Programme Excellence team. Provide regular analysis of programmes using a cost-efficiency matrix.
  • Work as part of teams to shape and implement plans for scaling up, replicating or leveraging additional support for successful programmes and initiatives, in accordance with Foundation priorities.
  • Identify opportunities and options for improving processes, procedures and programme management approaches within (and beyond) the team, to support increased organisational efficiency and effectiveness.
  • Share learnings and best practices across CIFF teams – Africa and UK.

Sector knowledge and profile-building

  • Proactively keep abreast of developments within the development sector, especially around CIFF’s priority areas, establishing appropriate information gathering networks and channels to deepen professional knowledge and skills.
  • Working closely with the relevant programme teams, build and maintain a range of relevant knowledge and information resources, to enable the team to access high quality intelligence, analysis and data to inform current and future programme activity.
  • Undertake other specific research projects required, as directed by members of the team.
  • As required (and under the direction of more senior colleagues), contribute to the development of thought leadership, strategic engagement and communication materials, to support CIFF Voice, ambitions to scale-up, mainstream and leverage additional support for its initiatives while ensuring compliance with corporate branding and communications guidelines.
  • Champion approaches that better integrate the full range of CIFF’s priority areas and other development agendas.
  • Undertake other specific research projects required, as directed by members of the team.

Stakeholder and partner management

  • Collate research and information on potential and current partners/stakeholders as required, to support the effective development of relationships and opportunities by the team.
  • Conduct rigorous research and evaluation of potential partners, using agreed corporate protocols and techniques, to assess their suitability and credentials for collaborating on CIFF initiatives.
  • In accordance with corporate guidelines and requirements, maintain accurate and up-to-date records and systems on behalf of the team, to ensure CIFF can take a coordinated and professional approach to managing stakeholders and partners.
  • Support teams to share knowledge learnings among partners and ecosystem – organize events, partner meets, etc.
  • Support teams to develop strategic partnerships adoption, replication, co-funding or scaling-up of CIFF programmes
  • Proactively engage with a variety of external audiences, attend events, webinars, etc. and act as a knowledgeable resource about CIFF’s programmes and priority areas.
  • Act as the first point of contact for external enquiries about the work of the Sector or requests to partner with CIFF, to ensure these are dealt with in a professional and timely way.

Membership of the team

  • This role does not hold line management responsibility, but we expect all employees to demonstrate good leadership behaviours; this includes adopting a coaching approach with colleagues to help build skills, confidence and capability in particular areas, processes or procedures.
  • As required, support on the planning and coordination of inductions for new joiners to the team.

Education Qualification/Required Skills & Experience

Domain expertise on gender along with any one or more of the following areas – Education, Vocational Skilling and Livelihoods, Child Protection, Social protection, SRHR, nutrition and CHD. Should have knowledge of the evidence bases, international instruments, laws/policies/schemes pertaining to these areas.

  • Demonstrable experience in programme management - design and delivery, ability to analyse an organisation’s strength of management, vision and adaptive capacity and field/implementation experience, within the development sector in India
  • Strong working knowledge of research, impact measurement and programme monitoring and evaluation (should have experience of working with large data sets, analysis of programme and government budget)
  • Excellent communication skills, especially verbal and written in English and Hindi (should have the ability to simplify and communicate complex concepts). Working knowledge of other Indian languages is an advantage.
  • Strong command of Microsoft Word, Excel and PowerPoint (edit documents, complete data/budget analysis on excel, develop high quality Power Point presentations)
  • Preferably, have experience of working with/within government systems, donor organisations, CSRs, etc.
  • Excellent time and knowledge management skills to ensure flexible and systematic support across different teams and functions.
  • Passionate about how philanthropy can be used to catalyze transitions that support CIFF’s priority areas
  • A creative mindset used to problem solving and leading innovations.
  • Ability to pull together teams and seek ways to maximize the contribution of others.
  • Transparent communicator, results focused.
  • Highly organized ensuring practice of good knowledge management in day to day work.
