Integrated Climate Adaptation Program for Small and Marginal Farmers

Background & Context

Climate variability, water stress, and declining farm productivity disproportionately affect small and marginal farmers, particularly in aspirational and climate-vulnerable districts. Women farmers face additional barriers in access to training, resources, and climate-resilient technologies.

Sustainable Development Foundation (SDF), as the implementing partner, with support from Ascella Energy Pvt. Ltd., proposes to implement an Integrated Climate Adaptation Program for Small and Marginal Farmers across multiple states. The program focuses on capacity building, climate-resilient agricultural practices, and efficient water-use through micro‑irrigation awareness and field-level demonstrations.

To operationalize this program at scale, Expressions of Interest (EOIs) are invited from competent and experienced NGO / CSO partners with strong grassroots presence.

Program Objective

Overall Objective

To enhance climate resilience and adaptive capacity of small and marginal farmers through structured training and field-based exposure to climate-smart and water-efficient agricultural practices.

Specific Objectives

  • Build knowledge and skills of farmers on climate-resilient agriculture
  • Promote efficient water use and micro-irrigation practices
  • Strengthen women farmers’ participation and leadership
  • Improve farm-level decision-making under climate stress

Geographic Coverage & Beneficiary Details

States & Districts

Uttar Pradesh: Azamgarh, Balrampur, Shravasti, Chitrakoot

Haryana: Nuh, Mahendragarh, Hisar, Jind

Madhya Pradesh: Singrauli, Barwani, Guna, Chhatarpur

Odisha: Koraput, Malkangiri, Nabarangpur, Rayagada

Maharashtra: Gadchiroli, Nandurbar, Osmanabad, Washim

Chhattisgarh: Mahasamund, Narayanpur, Bastar, Rajnandgaon

Beneficiary Norms

  • 1,000 farmers per district
  • Minimum 50% women beneficiary’s mandatory

Program Design & Key Activities

Farmer Training Model

  • Duration: 3 days per batch (30 Candidates Per Batch)
  • Mode: Classroom + field-based practical exposure
  • Participants training kit + certificate + program banner will be issued by SDF

Training Components (Cost-Inclusive)

  • Community mobilisation & farmer identification
  • Training venue arrangements
  • Breakfast, lunch & tea (2 times) for participants
  • Qualified resource persons / subject experts
  • Field implements and demonstration materials
  • Training stationery and IEC materials
  • Documentation & photography

Project Duration

Project Period: 8 April 2026 to 31 January 2027

All activities, reporting, and financial closure must be completed within this period.

Cost Norms & Financials

  • Cost per farmer: INR 3,500 (all-inclusive)
  • Cost covers full training delivery as detailed above

 

Security Deposit

  • 5% of total approved project cost
  • To be submitted by the selected NGO partner at the time of submitting EOI
  • If not selected than EOI amount will be return within 30days.
  • Refundable upon successful completion of the project, subject to:
    • Achievement of targets
    • Submission of complete programmatic & financial reports
    • Acceptance by Ascella Energy Pvt. Ltd.

Roles & Responsibilities of NGO Partners (Implementation Support to SDF)

Selected NGO partners will work under the leadership of Sustainable Development Foundation (SDF) and will be responsible for:

  • District-level planning and execution
  • Beneficiary mobilisation and gender compliance
  • Organising and delivering trainings as per guidelines
  • Deployment of qualified trainers/resource persons
  • Maintaining attendance, photo, and activity records
  • Timely submission of progress, completion, and financial reports
  • Compliance with donor branding and communication norms

Eligibility Criteria for NGO Partners

Interested organizations must:

  • Be a legally registered NGO / Trust / Society / Section 8 Company
  • Have minimum 3 years of operational experience
  • Demonstrate prior experience in:
    • Agriculture / climate change / livelihoods / water management
  • Have presence or proven working experience in the proposed districts
  • Maintain statutory compliance (PAN, 12A, 80G, CSR-1 as applicable)
  • Possess adequate human and financial management systems

Proposal Submission Requirements

NGOs submitting EOIs should include:

  1. Organization profile (max 3 pages)
  2. Registration & statutory documents
  3. Relevant experience and case studies
  4. District-wise implementation approach
  5. Team structure and key personnel
  6. 5% security deposit (Refundable) and RTGS/NEFT/IMPS reference no or detail
  7. Bank details and audited financials (last 2 years)

Selection Process

Selection will be based on:

  • Organizational capacity and past experience
  • Local presence and district familiarity
  • Quality of proposed implementation approach
  • Compliance and governance standards

 

Sustainable Development Foundation (SDF), reserves the right to accept or reject any or all EOIs without assigning reasons.

Shortlisted NGOs may be invited for presentations and organisation assessment visit by SDF consultant.
