About the Proposal

Welthungerhilfe and its partners initiated the program Bhoomi Ka (www.bhoomika.com), literally meaning “from the earth”, aims to increase the demand for, and supply of clean, green and fair foods. Bhoomi Ka is dedicated to empowering farmers, FPOs (Farmer Producer Organizations), and small businesses to adopt sustainable practices and enhance their market reach. As Bhoomi Ka strengthens domestic markets, it also seeks to explore opportunities for exporting ecologically produced, traceable food products to Europe and Asian markets. This consultancy will support Bhoomi Ka and WHH in building the required product protocols, certifications, and market linkages to access Europe and Asia markets.

Objective of the Assignment

To develop and document for export compliant product protocols and create a practical market linkage roadmap for exporting Bhoomi Ka’s food products to selected European markets, in alignment with regulatory, quality, certification, and logistics requirements.

Scope of Work

The consultant will support Bhoomi Ka in enabling the export of food products to Europe, Asia, and the Middle East by focusing on the following areas:

Regulatory Compliance

  • Review export regulations and food safety laws in target markets.
  • Outline product-specific compliance for organic, hygiene, and residue standards.

Certification & Documentation

  • Identify required certificates (e.g., organic, health, origin).
  • Develop traceability and documentation protocols for smallholder value chains.

Quality & Technical Standards

  • Recommend food safety systems
  • Define testing protocols for contaminants, allergens, and shelf life.

Labeling & Packaging

  • Prepare market-specific labeling templates.
  • Recommend sustainable and compliant packaging options.

Logistics & Distribution

  • Map customs procedures and logistics requirements per region.
  • Identify and initiate connections with potential buyers and distributors.

Market Entry Strategy

  • Conduct market research for high-potential countries and products.
  • Recommend trade fairs, B2B platforms, and digital channels for outreach.

Risk Management & Legal Advisory

  • Advise on product liability insurance and export contracts.
  • Provide guidance on legal and IP aspects in cross-border trade.

Deliverables

  • Inception Report: A brief report outlining the consultant’s understanding of the assignment, proposed methodology, timeline, and deliverables.
  • Regulatory and Compliance Mapping: A detailed overview of food export regulations, certification requirements, and compliance procedures for selected countries in the European Union, Asia, and the Middle East.
  • Product Protocols: Standardized protocols for priority products covering certification steps, testing procedures, labeling formats, traceability, and packaging requirements tailored to target markets.
  • Market Entry Strategy: A strategy document identifying high-potential markets and countries, with recommendations on market positioning, pricing, preferred trade channels, trade fairs, and online B2B platforms.
  • Buyer and Trade Partner List: A curated list of at least 10 potential buyers, importers, or distribution partners across the EU, Asia, and the Middle East, with brief profiles and contact details.
  • Facilitation of Virtual B2B Engagements: Organise and facilitate at least two virtual buyer meetings or B2B sessions with identified leads.
  • Final Export Readiness Toolkit: A consolidated toolkit summarising all protocols, market access requirements, compliance checklists, risk mitigation guidance, and legal advisory relevant for export operations.

Eligibility

  • The consultant (individual or firm) must have at least five years of relevant experience in international food/agriculture trade, export strategy, or market access development.
  • Demonstrated knowledge of regulatory frameworks, buyer ecosystems, and certification systems in at least two of the following regions is required: Europe, Asia, or the Middle East.
  • Proven familiarity with certification standards such as Organic (EU, NPOP), HACCP, ISO 22000, and other relevant food safety and quality assurance systems.
  • Experience in working with smallholder value chains, farmer producer organisations (FPOs), or organic/natural food enterprises will be an added advantage.
  • The consultant must have networks or access to ethical buyers, trade agents, or distributors in the specified regions.
  • Strong skills in report writing, virtual facilitation, and communication are essential.
  • If applying as a consulting firm, the team must include experts in food regulations, certification, market strategy, and international logistics.
