About the Proposal

Title: Hiring an agency for preparing project impact assessment and closure report-PWM Livelihood and Helpline Project

Project Background and Description:

The plastic waste management (PWM) project aims to bring into sustainable dry waste management practices, through a socio-technical model (segregation/collection/recycling) that is in line with Swachh Bharat Mission in India and the Solid Waste Management Rules (SWM), 2016 and Plastic Waste Management Rules (PWM), 2018 with partners, while ensuring compliance with regulations and improve resource utilization. In this project, the waste pickers (Safai Mitras) will be institutionalized within the respective governance mechanisms and attain improved social conditions. The project’s target is to better manage plastic waste and improve the socio-economic condition of Safai Mitras across the country. To ensure effective and timely communication and engagements with a wide range of stakeholders and audiences, the project team had to create a short film capturing the process, journey, and work being done in waste management across several cities in India.

Objective of the assignment:

  • To assess the impact of the project of the Plastic Waste Management & Livelihood Project implemented from 2020 to 2024, across 3 cities- Amritsar, Lucknow & Howrah.
  • Assess the project implementation and develop a closure report of the UNDP’s Helpline project.

Description of Expected Outputs to be Delivered:

The selected agency will be responsible for delivering the following

  • Inception Report
    • A detailed report outlining the assessment methodology, work plan, data collection tools, cityspecific approach, and stakeholder engagement plan.
    • Field Assessment and Stakeholder Consultation Summary
    • Documentation of field visits across Amritsar, Lucknow, and Howrah, including interviews, focus group discussions, and consultations with Safai Sathis, implementing partners, and government stakeholders.
    • Impact Assessment Report – Plastic Waste Management & Livelihood Project
    • Comprehensive evaluation of project achievements against objectives, including:
    • Waste diversion and environmental impact metrics
    • Livelihood and income improvements of Safai Sathis
    • Functioning and sustainability of Swachhata Kendras and composting units
    • Community awareness and behaviour change outcomes o Includes visuals, case studies, and best practices for knowledge sharing
    • Closure Report – UNDP Helpline Project
    • Process documentation and performance review of the Helpline initiative.
    • Includes outreach metrics (inbound/outbound calls, scheme linkages, training sessions), feedback analysis, implementation challenges, and recommendations for integration into public service delivery.
    • Compilation of Case Studies and Success Stories
    • At least 8 human interest stories highlighting transformative outcomes for Safai Sathis and community stakeholders.
    • Presentation and Validation Workshop
    • Develop and deliver a presentation of key findings, learnings, and recommendations to UNDP and partners during a virtual or in-person validation session.
    • Final Consolidated Report
    • Integrated report combining findings from both components, with:
    • Executive summary; Detailed analysis; Impact dashboard (quantitative and qualitative); Lessons learned; Recommendations for policy and programmatic scale-up

Duration of the Assignment: 5 months from the date of signing the contract.

Institutional Arrangement Vendor will directly coordinate with Project Manager, PWM, ACE, UNDP under the supervision of Head – Action for Climate Environment (ACE) Unit, UNDP.

Expected Places of Travel: Travel to any 2 locations (Lucknow, Howrah & Amritsar)

Eligibility

The applying agency must meet all the following minimum qualifications to be eligible for technical evaluation:

  • Registered legal entity (consulting firm, research agency, or non-profit organization) with minimum 5 years of organizational experience in evaluation/research related to waste management, livelihoods, circular economy, or social inclusion.
  • At least 2 completed evaluation/impact assessment assignments on similar topics.
