Founded in 1920, the International Union Against Tuberculosis and Lung Disease (The Union), is a non-profit institute with five scientific departments and several offices worldwide, as well as a federation of close to 3,000 organisations and individuals, who are committed to the same goals. Its scientific departments focus on tuberculosis, HIV, lung health and non-communicable diseases, tobacco control and research; and each engages in research, provides technical assistance and offers training and other capacity-building activities, leading to health solutions for the poor.

About the Proposal

The Union is interested in engaging an audit firm for undertaking the audit, certification of financial statements and other statutory filing work

Accordingly, The Union is requesting for proposals from relevant agencies for The Union. This RFP should not be considered as neither as an agreement nor an offer by The Union to the prospective bidders.

Background The mission of International Union Against Tuberculosis and Lung Disease (The Union) is to bring innovation, expertise, solutions and support to address health challenges in low-and-middle income populations. Founded in 1920 and with nearly 10,000 members and subscribers from 145 countries, The Union has its headquarters in Paris and regional and country offices serving the Africa, Asia Pacific, Europe, Latin America, Middle East, North America and South-East Asia regions. Its scientific departments focus on tuberculosis, HIV, lung health and non-communicable diseases, tobacco control and research. Each department engages in research, provides technical assistance and offers training and other capacity-building activities leading to health solutions for the poor. The Union has obtained permission from Reserve Bank of India to establish branch office in 2007 since then it is operating as a Branch office in New Delhi. The said office is termed as The Union South-East Asia Office (THE UNION INDIA BRANCH OFFICE) in this document

Purpose

THE UNION INDIA BRANCH OFFICE would like to request proposal from audit firms interested and capable to carry out audit, certification and other statutory filing as follows:

  • Annual audit for Indian financial year (April to March) in compliance with statutory requirements and internationally accepted auditing principles/guidelines.
  • Certification of financial statements for calendar year (January to December) for the purpose of consolidation into Head Office’s books of accounts.
  • Issuing of Annual Activity Certificate for RBI filing, issuing of Form 10B {Audit report under section 12A(b)} for Income Tax filing and reparation and filing of THE UNION INDIA BRANCH OFFICE Income Tax return.
  • Quarterly TDS return filing (process will need to be completed in The Union’s office)
  • Advice on changes/modifications covering rules and regulations covering NPOs in India along with RBI notifications for Branch office set up.

In addition to the above, please see below some key points that explains quantum of work to be done by the firm selected for the audit of The Union.

  • The Union, based on past experience of conducting audit, certification, expects it will take a team of 3 persons approximately two weeks to audit THE UNION INDIA BRANCH OFFICE’s financial records at New Delhi. This does not include the time spent by the audit firm at their own office preparing for the audit. Current annual budget per financial year is estimated between 5-6 million USD.
  • The Audit report needs to be issued in English and the financial statements need to be prepared in Indian National Rupee currency.

Eligibility

  • The bidder should be a Company registered under the Indian Companies Act, 1956 or a partnership firm or LLP and should have been in operation for atleast last five years.
  • Should have minimum 05 years proven relevant experience in being associated with NPO sector handling projects to tune of 5 million USD annually
  • The bidder must have on its payroll team of at least ten – 3 of them should be qualified chartered accountants.

No AFFILIATION WITH TOBACCO INDUSTRY

  • The Contractor confirms that they have no affiliation with the tobacco industry and/or its agents/associates and currently does not accept and shall not accept financial or other support from any tobacco product manufacturer or the parent, subsidiary or affiliate of a tobacco product manufacturer until at least 12 months after the end of the Agreement period. Failure to comply may constitute grounds for termination of the Agreement.
