The consultant, agency, or organization must have a minimum of 5–6 years of proven experience in developmental and grassroots communications strategy design, production and dissemination. Preferable: experience working in the social/health/energy/livelihood sectors and familiarity with Northeast India contexts (specifically Arunachal Pradesh). Knowledge of local languages is highly preferred — teams should explicitly list members’ local-language skills and regional experience in the proposal.

Summary of the project:

As a part of its development programs, SELCO Foundation aims to strengthen health services delivery and livelihood opportunities through the deployment of Decentralized Sustainable Energy Solutions.

SELCO Foundation is looking to conduct comprehensive video and photo documentation in Arunachal Pradesh. The project covers a mix of Health and Livelihood sites supported by different funding partners.

The primary objective is to produce one comprehensive impact film (4–5 minutes) that narratively weaves problems and impact in cluster A, showcasing the intersection of health and livelihood interventions. Additionally, the scope includes gathering high-quality raw footage from sites supported by other partners to be archived for future editing.

The videos and photographs should capture testimonials from different stakeholders — including government officials, health staff, entrepreneurs, and beneficiaries. Content should be highquality, story-driven, culturally sensitive, and tailored to the state’s visual and narrative context. Audience: State-level stakeholders, funders, partners, and wider public audiences for advocacy and knowledge dissemination.

Goals and Objectives

SELCO Foundation is seeking a professional service provider to document the "Energy for Health and Livelihoods" program in Arunachal Pradesh. The goal is to capture the transformative impact of decentralized renewable energy across 10 to 11 diverse sites, creating a high-quality narrative film for Cluster A while building a comprehensive media repository for Clusters B and C.

Objectives:

  • Narrate the Collaboration (Cluster A): Produce a high-impact, cohesive film (4–5 minutes) demonstrating the synergy between energy access, healthcare delivery, and livelihood empowerment. This narrative will focus exclusively on 6 intervention sites in East Siang supported by the primary funding partner.
  • Comprehensive Documentation (Clusters B & C): Conduct high-quality videography and photography across additional health centers to document the program's breadth.
  • Cluster B: 1 to 2 Health Centers in East Siang.
  • Cluster C: 3 Health Centers in Siang (PHC) and Papum Pare (SC) [Optional].
  • Document Environmental Context & Scope: Capture the specific climate challenges and terrain difficulties of Arunachal Pradesh to demonstrate how sustainable energy solutions provide resilience in hard-to-reach areas.
  • Repository Building: Secure a high-quality, organized repository of raw 4K footage and structured interviews from all 10 to 11 sites for future post-production and archival use.
  • Capture Testimonials: Elicit and record powerful human stories and official endorsements to be developed into 10–12 short-format testimonial reels (9:16 format) for social media.
  • Visual Storytelling & Cultural Nuance: Ensure the visual language and narrative reflect the specific cultural contexts, traditions, and local aesthetics of the regions visited.

Scope of Work:

Scope of Work: The documentation should give a complete understanding of the interventions in Arunachal Pradesh. It should portray the reality of the terrain and capture program intensity.

Location: Arunachal Pradesh Total Sites: 10-11

Sites Site Details: The documentation will cover the following clusters:

  • Cluster A : 3 Health Sites + 3 Livelihood Sites.(Location: East Siang)
  • Cluster B : 1-2 Health Sites. (Location: East Siang)
  • Cluster C : 3 Health Sites. (Location: Siang (PHC) and Papum Pare (SC) [Optional])

Crucial Note on Editing Scope: While the vendor is required to travel to and film all 10-11 sites (Clusters A, B, and C) to secure archival footage, the post-production (editing) for the Main Film and Testimonial Reels will strictly focus ONLY on Cluster A. For Clusters B and C, the primary deliverable is high-quality raw footage and photographs.
