Summary of the project:

With a growing demand for resilient and productive agri & allied cluster ecosystems, SELCO Foundation seeks to enhance the capacities of enterprise clusters in sectors such as food production, textile and craft, and manufacturing enterprises. The program will catalyze sustainable growth for Livelihood clusters through targeted technical support, adoption of clean energy solutions, and productivity increasing interventions.

The initiative aims to create scalable models of enterprise support in selected clusters in these regions: Nagpur (Maharashtra), Hubli-Dharwad (Karnataka), Kamrup Rural (Assam) and Bhubaneshwar (Odisha) combining energy access, productivity enhancement, and livelihood strengthening. A Project Consultant may apply to any of the abovementioned regions to coordinate and facilitate cluster-level implementations, ensuring interventions align with local enterprise needs and have a meaningful impact.

Scope of Work

Geographical project locations are: Nagpur/Hubli-Dharwad/Kamrup-Rural/ Bhubaneshwar

The scope of the work for the Project Consultant is to support the program by coordinating and facilitating cluster-level:

Area	Detailed Tasks
Cluster Mapping and Engagement	Conduct field visits for scoping of livelihood clusters in assigned sectors (food production & textile & craft) . Map local stakeholders, NGOs, technical partners, and government institutions. Identify a long list & short list of end users suitable for renewable energy implementation. Facilitate meetings to assess end users' willingness and readiness for program participation. Prepare end user profiles detailing type, production capacity, workforce, operational challenges, and potential interventions.
Implementation Support	Conduct cost benefit analysis for deploying renewable energy solutions. Unlock leverage for projects from financial institutions, Government, and other entities. Coordinate with technical service providers to deploy energy-efficient and productivity-enhancing solutions . Support in installation of energy interventions and co-ordination with end users. Conduct capacity-building workshops, training sessions, or on-site demonstrations. Track and document adoption and operational use of technologies and process improvements.
Monitoring and Documentation	Maintain an excel cluster tracker. Document case studies and field observations highlighting best practices and bottlenecks. Share progress reports with quantitative and qualitative insights. Support preparation of internal knowledge products (presentations, briefs, summaries).
Stakeholder Coordination	Act as the primary point of contact for livelihood clusters, local partners, technical providers, and government agencies. Facilitate regular coordination meetings to address operational issues and capacity- building planning.
General Role	Understand the landscape of livelihood clusters in the assigned sectors and location. Facilitate engagement between SELCO Foundation, enterprises, and local stakeholders. Contribute field insights to inform program decisions and guide cluster development.

Note: -Engagement of multiple agencies for this project as per core expertise and preferred location may also be considered

Deliverables

The Project Consultant is expected to produce the following, based on the scope of work:

 Requirements

• Agency/Individual should have experience in or capacity for:
• Project coordination and implementation, specifically in livelihood or enterprise cluster development.
• Conducting field-based scoping, stakeholder mapping, and end-user profiling within sectors like food production, textile & craft, or manufacturing.
• Coordinating the deployment of technical solutions, including clean energy/productivity- enhancing interventions.
• Financial analysis skills, including cost benefit analysis and leveraging funds from financial institutions.
• Facilitating capacity-building sessions and on-site demonstrations.
• Monitoring and documentation, including maintaining trackers and developing case studies and reports.
• Excellent written and verbal communication skills, especially for stakeholder coordination.
• The consultant/firm will have to be based in the specific location throughout the duration of the agreement: Nagpur/Hubli-Dharwad/Kamrup-Rural/ Bhubaneshwar

Selection Criteria

The technical proposal will be evaluated based on the following general areas:

• Experience in Project Management and Energy-Linked Livelihoods: Proven project management experience, including stakeholder engagement, monitoring, and reporting.
• Energy sector background preferred. Prior experience working with livelihood clusters, FPOs, and rural enterprises will be an added advantage.
• Methodology and Approach: Evaluation of the detailed approach for cluster mapping, field visits, and end-user engagement. The approach must demonstrate a practical strategy for implementing energy-efficient and productivity-enhancing solutions.
• The technical proposal should include a detailed approach and methodology for engaging local stakeholders, including NGOs, technical partners, and government institutions.
• Financial and Technical Expertise: Clarity on the approach for conducting cost benefit analysis and unlocking leverage from financial institutions and other entities for renewable energy projects.
• Clarity about the Deliverables (e.g., end user profiles, cluster tracker, case studies, and progress reports).
• Individuals/ consultancy based out of the mentioned geographies (Kamrup Rural, Bhubaneshwar, Hubli-Dharwad and Nagpur) will be given preference.

• Examples of similar past projects

Timelines

The program implementation support period for the Project Consultant is from December 2025 to June 2026.

3rd Installment	50% of project cost will be released after implementation with 5 livelihood clusters (per city)
4th Installment	20% of project cost will be released after conducting- 1 Capacity building workshop/training documentation Submission of case studies and program learnings report
