Job Description
We are seeking a highly motivated individual with strong implementation and field-work experience to serve as the Divisional RI-PC under our Bihar-RI Strengthening project. Reporting to the Senior Manager (Immunisation), they will act as the primary focal point for programmatic implementation at the assigned duty stations. They will building trust-based relationships with district and divisional level health officials, coordinate our implementation activities, conduct field-visits to collect data, engage with relevant stakeholders, and provide continuous programmatic support to the local health department. They will have strong planning and operational capabilities, excellent interpersonal skills, and a commitment to improve health outcomes. This role is based at one of the districts of Bihar, and will require frequent travel to 1-2 districts every month.
Job Responsibilities
The Divisional RI-PC will support the operationalization of data-system strengthening plan of action aligned with GoB’s priorities and national U-WIN rollout objectives. They will also support coordination to support collaboratives and partnerships, and lead new initiatives across selected sites to guide the overall learning objective. The new initiatives will be jointly planned in coordination with the State RI Cell.
Key responsibilities include:
- Build and maintain trust-based relationships with government health officials at the divisional and district level, health facility level, and health workers at the community level
- Serve as the primary liaison between state-level program team members and district-level government stakeholders
- Support district-level implementation of activities to improve UWIN uptake and regularisation of District Validation Committee meetings to catalyse data-driven decision-making
- Coordinate and support the RI microplanning activities at the district level to improve the quality of annual immunization planning processes and ensure its sustainability
- Support health facility workers’ training on data tools, UWIN registration of eligible beneficiaries, and protocols related to new initiatives
- Conduct monthly visits to identified health facilities and outreach sites for quantitative and qualitative assessments as well as provide on-the-site troubleshooting support
- Develop Monthly Progress Reports documenting programmatic achievements, challenges, processes, and learnings, while ensuring the accuracy of reported data points
- Coordinate and cross-learn from other team members to maximise programmatic learnings of the team
- Travel extensively within assigned duty-stations (approximately 15-20 days per month) to support implementation work
- Undertake any other programmatic activities as requested by the programme leadership
Education Qualification/Required Skills & Experience
- Bachelor's/Master’s degree in Public Health, Health Management, Social Work, Business Administration, Nursing, or related field
- 3+ years of experience in implementation of immunization programs, maternal and child health, or similar health initiatives, preferably at the district or divisional level
- Demonstrated experience in program coordination and training support to health workers, along with strong government-facing liaising and stakeholder engagement skills
- Ability to collect, organize, and analyse programmatic data, with basic proficiency in using ODK tools
- Working knowledge of the Microsoft Office software (MS Excel, PowerPoint, Word, Outlook, etc.)
- Entrepreneurial mindset with capability to work independently and propose recommendations, especially in ambiguous and dynamic situations
- Fluency in English and Hindi with strong written and verbal communication skills
Preferred Qualifications
- Project implementation experience for medium/ large scale analytics projects, capacity building and knowledge transfer initiatives
- Familiarity with India’s UIP, Bihar's Health System and Context, and/or other state governments
