Education Qualification/Required Skills & Experience

• Master's degree in Public Finance, Public Policy, Economics, Development Studies/Finance/Economics, Public Administration, MBA (Finance), CA (Chartered Accountant), CMA (Cost and Management Accountant), or related field. Bachelor's degree with professional qualifications (CA/CMA/CFA/or any other on accounting standards, budget analysis or public finance) and relevant experience may be considered

Min. years of relevant

• work experience At least 10 years of progressive professional experience, including: · Minimum 7 years working with public finance, budget systems, or fiscal policy in government, multilateral or- ganizations, policy think tanks, or consulting firms serv- ing public sector clients · At least 5 years of demonstrated experience in: -
• Working with budget classification systems, coding frameworks, or expenditure tracking methodologies - Developing/advisory analytical frameworks, method- ologies, or monitoring systems for public sector use
• Developing knowledge products, training materials, or implementation guides for government audiences ·
• Minimum 5 years of experience working on Indian pub- lic finance, including engagement with government enti- ties (national or state level) on finance, planning, or pol- icy matters
• Evidence of leading similar analytical or advisory as- signments for government partners/clients

Required skills and competencies

• Strong analytical and conceptual skills in public financial management
• Experience with budget classification and tagging methodologies
• Knowledge of SDG frameworks and monitoring systems
• Proven ability to engage with government officials and stakeholders
• Excellent report writing and presentation skills
• Experience in developing practical tools and templates for government use

Desired skills

• Prior experience with OOMF, SIF, or results-based bud- getting
• Familiarity with international/global methodologies, ty- pologies, classifications and frameworks
• Experience with state-level budget processes in India
• Knowledge of climate finance or gender-responsive bud getting
• Data analysis and visualization capabilities

Required Language(s)

• Excellent command of English (written and spoken); working knowledge of Hindi.
