e)        Duration: As per project period, renewable based on performance

f)          Travel: Extensive inter-district travel- up to 60–70% of time.

2)        Project background: The project aims to accelerate improvements in maternal and child health outcomes in Dumka and Pakur districts of Jharkhand through system strengthening and community engagement. It focuses on increasing institutional deliveries, improving ANC/PNC quality, reducing anaemia, and addressing high‑risk pregnancies and newborns. The intervention enhances facility readiness, institutionalizes rapid response systems for high risk pregnancies and high-risk babies, strengthens last‑mile service delivery through VHSNDs and governance platforms, and mobilizes PRIs, strengthening of community governance platforms JAS/VHSNCs, and develop hyper local networks to drive community participation lead to reduction in maternal and newborn mortality.

3)        Purpose of the Role: The Program Manager will ensure the effective execution of the project activities in the district, focusing on high-quality field implementation, coordination with government departments, and achieving planned outcomes. This role emphasises block- and district-level planning, on-the-ground execution, monitoring progress, and supporting adaptive actions to address challenges encountered in the field. The incumbent will facilitate collaboration and maintain regular communication with government leadership at both the block and district levels, including the Deputy Commissioner, Civil Surgeon, DHS, SPO-ICDS, DPRO, BDO, MOIC, BPMU, BPRO, and CDPO. This collaboration aims to align efforts, strengthen government engagement, and ensure the smooth integration of project activities within existing government systems.

4)        Key Deliverables & Responsibilities:

  • Lead the effective implementation of Mubadala project interventions in the district, ensuring alignment with project objectives, timelines, and quality standards.
  • Facilitate block and district-level planning, execution, and monitoring in sync with government priorities and approved work plans.
  • Provide technical guidance, mentoring, and performance oversight to PLs, GFs, KFs, and other stakeholders to foster accountability, learning, and continuous improvement.
  • Strengthen collaboration with district and block officials from administration (DC, DDC, BDO, etc), Health, ICDS, and Panchayati Raj departments for joint planning, reviews, and field follow-ups of MNCH initiatives.
  • Support government system strengthening through evidence-based planning, budgeting, fund utilisation tracking, and supervision enhancement.
  • Promote interdepartmental convergence by coordinating with Health, ICDS, PRI, and line departments to optimise resources and improve program outcomes.
  • Ensure technical quality and compliance of field interventions with national and state MNCH protocols and guidelines.
  • Promote data-driven decision-making by facilitating effective utilisation of Health and ICDS MIS, PAI, and other program monitoring tools at district and block levels.
  • Engage public representatives, especially PRIs and Mukhiyas, to build awareness and ownership around critical MNCH issues impacting the community.
  • Identify and engage local champions, such as Hyper Local NGO representatives, Hyper Local media, faith-based leaders, SHG members, and youth volunteers, to advocate for and spread awareness on MNCH priorities.
  • Document and disseminate progress, best practices, and innovations to ensure project visibility and representation in government reviews and relevant forums.

5)        Qualifications and experience

a)        Essential:

  • Postgraduate degree in Public Health, Social Work, Social Sciences, Rural Management, Rural Development, Hospital & Health Management, or MBA (or equivalent).
  • Minimum 2-4 years of relevant public health or development sector experience, with at least 1 year at the district level managing programs.
  • Demonstrated experience of working closely with government health systems at the district and/or block level.
  • Proven experience in leading and managing diverse teams.
  • Fluency in Hindi; familiarity with the local context in Jharkhand is highly desirable.

b)        Preferred:

  • Experience in maternal, newborn, child health, nutrition, or related public health domains.
  • Experience in systems strengthening, health governance, or technical support roles with the government.
  • Understanding and speaking the Santhali  languages is an added advantage.
  • Prior experience in Jharkhand or similar geographies.

6)        Competencies:

a)        Functional/technical:

  • Program management skills, including planning, budgeting, supervision, and troubleshooting.
  • Demonstrated ability to analyse and use data for decision-making at district and block levels.
  • Ability to understand and navigate government systems, procedures, and communication channels.
  • Skills in facilitating meetings, reviews, and multi-stakeholder processes.
