Purpose of Job

The Program Manager will lead the day-to-day planning, coordination, and execution of the CoE’s gender integration initiatives aimed at assessing, designing, implementing, and evaluating public health initiatives to account for the unique concerns and experiences of women, men, and people of diverse gender identities, with the goal of addressing gender-based inequalities and achieving gender equality. 

The role demands deeper understanding of gender mainstreaming frameworks and approaches, proven program implementation capabilities, effective stakeholder engagement skills and ability to drive success in dynamic and evolving landscapes, embracing change and innovation.

Essential Qualifications

PG Diploma or master’s degree in Gender Studies/Women’s Studies/Social Work, Rural Development, Development Studies, Public Health with requisite skills and experience may apply.

Diploma or Certificate in Human Rights, Child Rights, Law are preferred.

Essential Experience

  • 6–10 years of work experience in program implementation in health, education, sanitation, livelihood, including 3 years of proven experience in hands-on gender focused program implementation.
  • Expertise in developing, designing and facilitating gender related capacity building plans – developing curriculum, competency framework, instructional design, assessment tools, other related resources and facilitation.
  • Strong experience in report writing, data interpretation, and stakeholder engagement.
  • Ability to coordinate with government stakeholders and manage interdisciplinary teams.
  • Experience of working on government initiatives on gender mainstreaming is an added advantage.

Essential Skills

Domain Skills – Profound understanding of gender integration approaches, promoting inclusivity and equity in various context across program locations. Proficient in program management skills to create impact and adopt change management practices.

Communication Skills – Excellent oral and written communication skills in both Hindi and English, with the ability to confidently engage in complex discussions with individuals from diverse cultural and professional backgrounds.

Technical Proficiency – Strong command of Microsoft Office Suite (Word, Excel, PowerPoint) for professional documentation, analysis, and presentation purposes.

Facilitation & Presentation – Proven ability to design, facilitate, and deliver engaging presentations, workshops, and training sessions.

Stakeholder Management – Experience collaborating with multiple internal and external stakeholders, including individuals and teams, to achieve shared objectives.

Adaptability – Ability to work effectively in dynamic, fast-paced environments with a high degree of ambiguity and changing priorities.

Conceptual Thinking & Content Development – Skill in translating abstract ideas into concrete frameworks, training modules, and development content tailored to specific needs.

Innovation & Strategic Thinking – Capacity for creative problem-solving, innovation, and forward-looking strategic planning.

Analytical Skills – Practical experience in conducting advanced level quantitative and qualitative analysis to inform decision-making.

Key Role & Responsibilities

1. Program Planning & Implementation- Gender CoE

  • Plan and manage end-to-end execution of gender integration programs across the key health verticals, at state, district, and facility levels.
  • Analyze access, utilization, and provision of health services across three levels i.e. community, health facilities and systems using gender analysis framework and support in evidence-based planning and decision-making.
  • Coordinate/review the design, customization, and delivery of gender orientation training modules, competency tools, and learning resources coordinating with professional bodies.
  • Oversight to ongoing Gender Based Violence (GBV) intervention in program districts.
  • Research and product development around gender responsive and inclusive health service delivery applying systems thinking lens.

2.  Capacity Building- Content Development & Facilitation Support

  • Conduct needs analysis to define clear learning objectives and outcomes of gender integration in existing capacity building plans/ training curriculum; cocreate the plan with team members to align solutions with the needs of the target audience.
  • Identify resource pool and institution working on gender issues and partnership building.
  • Design, develop, and review engaging gender related learning modules, facilitator guide, exercises, activities, case studies, and assessments; create supplementary materials and media.
  • Support facilitation of gender orientation workshops, training of trainer sessions, and coaching & mentoring support to the stakeholders.

3.  Stakeholder Coordination & Liaison (Internal and external)

  • Organize and coordinate review meetings, progress updates, and feedback sessions with the stakeholders (internal and/external).
  • Build and sustain positive working relationships to ensure alignment and buy-in.
  • Coordinate with line departments (Women & Child Development Corporation, One Stop Centres, Women Helplines, State Legal Services Authority) to ensure survivor centric response to GBV survivors.

5.  Monitoring, Reporting & Documentation

  • Track program progress using qualitative and quantitative indicators.
  • Prepare progress reports, dashboards, and presentations for internal and external audiences.
  • Document case studies, best practices, and learnings to reflect field level outcomes.

6.  Team Management

  • Foster professional growth through feedback, coaching, and skill development.
  • Address and resolve team dynamics and conflicts constructively.
  • Support and handhold team members.

7. Innovation & Problem Solving

  • Identify opportunities to strengthen program delivery and introduce innovative and gender transformative approaches.
  • Adapt plans to changing contexts without compromising quality.
  • Share insights and recommendations to inform future program design.
