Background:
Family Planning Association of India (FPA India) is a social impact organisation delivering essential health services focusing on sexual and reproductive health in 18 states of India. Established in 1949, FPA India has seven decades of experience in the field of sexual and reproductive health. It works in close partnerships with central and state governments, NGOs and national and international funding agencies. FPA India touches over 30 million lives annually and endeavours to make a deeper impact with a wider reach. It has successfully implemented various initiatives with support from development partners and donors over the years.
Headquartered in Mumbai, FPA India has 44 Branches/Projects, with 41 Static Clinics, and outreach programmes spread across 18 States, including the State of Jharkhand. Over 3,000 policy-level volunteers and 1,000 FPA India Staff receive support from over one lakh community members of local volunteer groups including Self Help Groups. It works in close partnerships with central and state governments, NGOs, UN agencies, and national and international funding agencies.
Family Planning Association of India (FPA India) is looking forward to engage a Consultant- Program Officer to work with the Family Planning (FP) Division of MoHFW, GoI in the endeavour to strengthen the National Programs under the National Health Mission (NHM), especially focusing on the components of Family Planning. The proposed position requires a consultant with a diverse set of experience and skill set, to provide high-level support to the FP Division of MoHFW, GoI. The Consultant will work under the direct supervision of Management Lead, FPAI National Technical Support Unit (FPAI NTSU).
The position will be based in New Delhi and will require travel to field locations, as required.
Job Profile:
FPAI is seeking a skilled and experienced Program Officer to join the dynamic team of NTSU-FP-MH with a focus on family planning (FP) components. As a Program Officer, the consultant will play a critical role in developing, implementing, and overseeing initiatives and programs focused on improving FP Services. Consultant will work closely with MoHFW and a multidisciplinary team including Healthcare Professionals, Policymakers, and Community Leaders, to ensure the successful execution of programs aimed at FP services. The expertise in program management, strategic planning, and knowledge of FP issues will be vital in improving the overall efficiency and impact of the FP Programs being implemented by MoHFW, GoI.
The position will be engaged on a consultancy basis and will work closely with the national, state and district level teams of MoHFW and will also work with development partners and relevant stakeholders working on FP to co-design solutions that would encourage clients with unmet needs for availing FP services and thus, ultimately improve access and availability of FP services across Indian States/Union Territories (UTs).
Location:
The position will be based in New Delhi and will require extensive travel to field locations in several states, as required.
Key Responsibilities:
The responsibilities/deliverables that need to be carried out by Program Officer, National Technical Support Unit are as follows:
- Provide technical support in the implementation of programs under the National Health Mission (NHM) focusing on Family Planning (FP).
- Liaison with the government, technical partners, development partners, technical experts, and other relevant stakeholders for effective alignment of program strategies and priorities, as and when required.
- Conduct supportive supervision visits (SSVs) to the states for strengthening the program components, monitoring the ongoing activities, and providing handholding support.
- Work in close coordination with the Family Planning Division, MoHFW, GoI to provide technical and programmatic support in the implementation of national programs on FP.
- Develop and produce documents like situation analysis reports, assessment reports, success stories, gap analysis plans, procurement plans etc. to capture the results/lessons/experiences of the program and ensure that the program reports capture the outcomes of the programs being implemented.
- Prepare regular M&E reports for internal and external stakeholders.
- Maintain comprehensive and organized records of all M&E data, reports, and related documentation.
- Undertake demand estimation and support procurement for all contraceptives for FP Division MoHFW.
- Identify the gaps in the existing supply chain and provide technical assistance to streamline and strengthen the FP supply chain.
- Capacity building and handhold the states on logistics & supply chain. Develop standard protocols for implementation of training at states.
- Represent the organization at meetings, conferences, and events to promote family planning programs and initiatives, if required.
- Support the states in the development of annual National Health Mission’s (NHM) Program Implementation Plans (PIP) for various FP interventions, as per the priorities and guidance of the FP Division MoHFW, GoI.
- Support the states in strengthening and expanding the community- based FP activities in coordination with stakeholders like ANMs, ASHAs, ASHA Nodal Officers, and FP Counsellors.
- Collaborate with partners to coordinate efforts, leverage resources, and maximize the impact of interventions.
- Support in the development and updating of guidelines, TORs, templates, formats, and other related materials along with the guidance document related to FP programs for respective States.
- Any other support as and when required by FPAI NTSU/MoHFW.
Required Qualification and Skills:
- Postgraduate in Public Health/Community Medicine/Health Management/Hospital Management/Public Health Informatics /other relevant sectors.
- Bachelor of Medicine (MBBS)/AYUSH will be an added advantage.
- Proven experience of 05- 07 years working in similar roles, preferably in the development sector with a focus on family planning/reproductive health.
- Relevant work experience in programmatic and data support functions will be an added advantage.
- Excellent written and verbal communication skills, with the ability to translate complex concepts into accessible content for various audiences in English and Hindi.
- Prior working experience with Government will be an added advantage.
Remuneration:
Commensurate with experience and qualification.
