About the Organization

National Institute of Urban Affairs (NIUA) is a premier institute for research, capacity building and dissemination of knowledge for the urban sector in India. It is a registered as an autonomous body under the Ministry of Housing and Urban Affairs (MoHUA), Government of India. NIUA conducts research in emerging themes such as urbanisation, urban policy and planning, municipal finance and governance, land economics, transit-oriented development, urban livelihoods, environment and climate change and smart cities.

One of NIUA’s key mandates is capacity building of officials in cities, states, institutions and industries.

Job Description

With the guidance of the Team Leader, the Programme Manager will be responsible in the execution of in the operationalisation of the Capacity building programme. He / she will provide inputs to the design, planning and management of programme including building partnerships and alliances.

Job Responsibilities

  • Establish NULP as a key capacity building platform in the urban ecosystem, especially amongst key stakeholders of city/state administrators, academia, civil society partners.
  • Drive the program inputs, outputs and outcomes in terms of platform usage and adoption, training and communication
  • Manage the overall functioning and day-to day operations for the programme within the internal program and technical teams at NIUA.
  • Problem solve for strategies already in implementation and build solutions/workarounds with teams for co-creating implementation roadmap for the program.
  • Driving the content calendar and collaborating with internal stakeholders and cross-functional teams to create, support, and execute outreach campaigns and initiatives across key channels.
  • Ensure convergence with partners and relevant government departments to facilitate target completion.
  • Provide input for formulation of content and implementation policies of the programme for thematic areas prioritised for the program.
  • Undertake necessary liaison and coordinate implementation of the project with all key stakeholders. 
  • Support partnership with leading institutions of the quadruple helix to develop and create engaging courses on the platform
  • Support NIUA through consistent sharing of updates and announcements regarding the programme. 
  • Represent the programme in various meetings/forums as and when necessary.

Education Qualification/Required Skills & Experience

  • Master’s degree preferably in Urban Planning, Public Policy, Business Management, , Project Management or closely related field with 8-10 years of experience.
  • Demonstrated experience of 3-4 years in related field like Capacity Building, Edtech sector, Content Creation, Partnerships Management
  • Excellent verbal and written communication skills with fluency in English and Hindi
  • Prior knowledge of working in training and technology leveraging learning management systems in urban/municipal domains  
  • Demonstrated experience of having managed multi-stakeholder projects at scale with internal and external teams.
  • Additional consideration of prior experience in managing programs in government capacity building domains.
  • Excellent verbal communication skills, including the ability to communicate with and manage expectations of senior executives/experts and their staff.
  • Strong analytical, conceptualization and communication skills, good understanding of market research techniques and data analytics, outstanding attention to detail.
  • Entrepreneurial spirit, including ability to work independently and autonomously.
