Project Technical Officer

About the Organization
The International Labour Organization (ILO) is devoted to promoting social justice and internationally recognized human and labour rights, pursuing its founding mission that social justice is essential to universal and lasting peace.
The only tripartite U.N. agency, since 1919 the ILO brings together governments, employers and workers of 187 Member States, to set labour standards, develop policies and devise programmes promoting decent work for all women and men.
Job Discerption
- Guide and provide substantive technical inputs to project design, planning, implementation, monitoring and evaluation of project activities. Support the project team and ensure conformity with ILO policies and project strategies, ILO programming guidelines and country/action programs, and Office procedures and practices.
- Proactively monitor and backstop the day-to-day implementation of project activities, identify problems, propose solutions, and take timely follow up action in close collaboration with the project team, Country Director, Labour Migration and Skills Specialists, project implementing partners, donor and other relevant colleagues and stakeholders.
- Conduct research and integrate technical inputs for sub-regional and country analyses, reports and publications related to the project and prepare discussion notes.
- Ensure the delivery of high quality technical documents and tools developed by the project. Ensure proper documentation, publication, dissemination, and use of knowledge products developed by the projects.
- Work closely with the national project coordinator to develop knowledge and capacity building materials. Facilitate dialogues, trainings and awareness raising activities among relevant stakeholders.
- Coordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.
- Promote ILO standards and frameworks regarding labour migration, skills and fair recruitment through coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
- Under the guidance of direct and technical supervisors and in coordination with the national project officer, maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations.
- Maintain working contacts and collaboration with the project donor, and with other multilateral and bilateral donor agencies and draft proposals for funding as required.
- Undertake missions in relation to project implementation.
- Undertake other duties as required.
Education Qualification/Required Skills & Experience
- Advanced university degree (Master‘s or equivalent) in migration studies, labour economics, business or public administration, public and/or employment policy, labour law or other relevant field.
- A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Experience
- At least five years of relevant professional experience at the international level in labour migration, skills, and/or employment policy.
- Proven experience in project management and implementation, and in working effectively with government bodies in charge of policy making and with development partners would be an asset. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour, migration, education and/or foreign affairs would be an advantage.
Languages
- Excellent knowledge of English. Working knowledge of another UN language will be an asset.
