Governments must also be equipped to deliver infrastructure and services, build their own capacity through training and technology, fully empower elected leaders, and ensure high standards of accountability and transparency.
Job Description
Janaagraha has an ongoing strategic partnership with the Housing and Urban Development Department (HUDD), Government of Odisha covering civic participation, Public finance and organization development with state-wide impact across all 115 urban local bodies. Within that overall program, the OD vertical aims to improve overall performance efficiency of the HUDD and of all 115 ULBs, working with staffing and training needs.
We are looking for a highly passionate, experienced and competent professional to serve as Senior Manager – Organisation Development (Process Mapping) for our program in Odisha.
Job Responsibilities
- Review existing work processes and organisation structure of HUDD and key bodies, and workflow of routine work and of principal missions & schemes to all 125 ULBs
- Analyse business functional requirements to identify information, procedures, decision points, Y/N and feedback loops and overall work flows
- Process Mapping for all key works, including financial decision and parameters. Develop and finalise the templates / frameworks or adapt those from earlier exercises at Union Govt. (Mission Karmayogi), State (Odisha or other), as relevant and working with partners
- Identify gaps, replications and redundancies in process that arise out of the exercise, confirming the same through higher level officials
- Identify candidate processes for re-design, prototype potential solutions, provide potential trade-off information, and suggest a recommended course of action. Identify the modifications to the automated processes with models for eliminating redundancies
- Process re-engineering to streamline workflows to reduce, simplify & minimize repeatable tasks. Re-engineered flows would be by department, function, and officials, weeding out unproductive activities, with organizational changes recommended only when imperative
- Including the above new processes into digital workflows – to be integrated by HUDD into inter-operable systems
Stakeholder Management
- Work with donor and their partners to develop and finalise all templates for process mapping, and capturing real life data
- Work with HUDD, ULB and other government partners to
- Understand processes as captured being verified true and comprehensive as they exist, and reasons thereof
- Feasibility of re-engineered process with systems integration (HRMIS, other Digital platforms) and having maximum accuracy for efficiency
- Translation of re-engineered process with smooth (phased if necessary) transition to new processes, minimal hindrance to work, and with good cooperation
- Ensure clear contracts with external vendors, and delivery on track to ensure data capturing of all the relevant processes are completed as per agreed timelines
- Establish and collaborate with subject matter experts for work review analysis and further recommendations
- Work to use business, workflow, and organisational modelling software tools; and for digital integration to known platform.
- Work to establish links between process mapping and People (KRA) mapping, to surface gaps & redundancies due to positions and competencies, thereby informing for recruitment or training.
Education Qualification/Required Skills & Experience
- A Master’s degree preferably in Development / Policy / Management / equivalent. The higher degree is preferred, but can be relaxed for candidates with exceptional track record.
- 12+ years’ experience in Business Process Re-engineering with preference for organisational design or development / change management / project management, with at least five years in senior management roles
- Strong systems change knowledge and practice including ability to adapt to differing contexts
- Candidates with experience in working within or closely with government are particularly welcome
- Experience in working closely with state and/or union governments in large scale systems change or consulting projects, involving stakeholder relationship and program management would be an advantage
