Job Description

The Consultant will serve as an external expert responsible for conducting economic impact modelling of the supply chain strengthening interventions implemented by PATH across five states. The Consultant will work closely with the PATH national project team to generate robust economic evidence on the impact of these interventions.

This analysis will quantify efficiency gains, financial implications, and potential cost savings resulting from improvements in procurement, forecasting, warehousing, transportation, and last-mile delivery operations. The Consultant will also support the broader economic analysis of public health supply chain strengthening by developing appropriate modelling tools, consolidating relevant data, and generating evidence on the financial and operational impacts across key supply chain functions.

Job Responsibilities

Review and Inception

  • Conduct a desk review of project documents, reports, and existing assessments related to supply chain strengthening interventions.
  • Hold inception meetings with PATH’s national project team and state teams to understand intervention components, data availability, and analytical expectations.
  • Develop an inception report outlining methodology, analytical framework, data needs, and timelines.

Framework, tools development and data collection

  • Design an economic modelling framework and tools to quantify the financial and operational impact of supply chain improvements.
  • Identify and collate data sources from multiple levels (state, district, and facility), including cost, efficiency, throughput, and service delivery indicators.
  • Work with state and national project teams to validate data inputs and address data gaps.

Economic Modelling and Analysis

  • Develop a cost-benefit / cost-effectiveness model to estimate the economic gains attributable to supply chain strengthening interventions.
  • Analyze the efficiency improvements across key supply chain functions eg- procurement, quality assurance, warehousing, distribution, logistics management information system, and last-mile delivery.
  • Financial impact from reduced stock-outs or wastage, increased vehicle and distribution efficiencies, improved supply chain processes etc.
  • Estimate financial savings, operational efficiencies, and potential returns on investment.
  • Conduct sensitivity analysis to test the robustness of findings under various assumptions.

Reporting and Dissemination

  • Prepare a draft report summarizing methodology, data sources, assumptions, analytical findings, and key conclusions.
  • Incorporate feedback from PATH and relevant stakeholders.
  • Develop a final detailed report highlighting the economic and policy implications of the findings and recommendations.
  • Prepare a high-level PowerPoint presentation for stakeholders
  • Development of paper, articles, and policy guidance documents as required.
  • Conduct one virtual dissemination session

Education Qualification/Required Skills & Experience

  • Master’s degree in economics, Health Economics, Public Health, Statistics, Finance or related field
  • 7–10 years of experience in economic and impact modelling or cost-effectiveness studies
  • Demonstrated work in public health or supply-chain costing preferred
  • Advanced proficiency in Excel, R, Stata, Power BI or equivalent
  • Strong analytical and report writing skills
  • Prior experience working with government or donor-funded health programs is an advantage.
