Job Description

The consultancy aims to provide technical assistance to strengthen climate change and environmental sustainability (CCES) interventions in Bihar, with a strong focus on safeguarding and empowering children and young people. The specific objectives include:

• Supporting development and roll out of the climate-resilient programs and policies.
• Enhancing capacity building and awareness on climate change and environmental sustainability.
• Facilitating climate risk assessment and adaptation planning.
• Fostering collaboration and knowledge sharing among stakeholders.

Job Responsibilities

• Review the Bihar State Action Plan on Climate Change and develop a strategy paper for its effective implementation engaging the key stakeholder departments.
• Review the National Programme on Climate Change and Human Health (NPCCHH) and develop a strategy paper for its effective implementation in Bihar, with focus on Clean & Green Health Care Facilities (HCFs).
• Provide technical assistance to conduct climate risk assessment of drinking water and sanitation infrastructure in the State.
• Develop a strategy paper on the climate proofing of the WASH structures and services through retrofitting and solarization initiatives by different government departments.
• Design a youth engagement and sensitization strategy for the State of Bihar, with focus on a state wide campaign to fight climate change challenges.
• Support development and roll out of an online course on climate change and environmental sustainability for different stakeholders.
• Support development of a comprehensive climate resilient WASH and CCES strategy for UNICEF Bihar, aligning with national and international frameworks.
• Facilitate knowledge sharing and capacity building workshops for government officials, civil society organizations, and other stakeholders on climate change and environmental sustainability.

Education Qualification/Required Skills & Experience

• Minimum: Master’s degree in environmental science/studies, public health, communication, social sciences.
• Ph.D. in Environmental Science, Climate Change, Sustainability, or a related field.
• Minimum 5 years of experience in climate change, environmental sustainability, and development programming.
• Strong understanding of climate change policies, frameworks, and initiatives at national and state levels.
• Analytical and problem-solving skills.
• Excellent communication, interpersonal, and stakeholder engagement skills.
• Ability to work independently and as part of a team.
• Strong report writing and documentation skills.
• Proficiency in computer skills, including MS-Office (MS Word, Excel, Power Point etc.)
• Experience with online course development and training programs
• Knowledge of climate change adaptation, mitigation, and resilience-building initiatives.
• Sensitivity and understanding of gender, equity, inclusion, diversity issues in context of Bihar.
• Experience working with government agencies, UN organizations, or NGOs
• Familiarity with Bihar's climate change policies and initiatives
• Knowledge of sustainable development goals (SDGs) and climate change frameworks
