About the Proposal
IRMA invites quotations from well-established survey agencies having qualified team (both supervisory and field level), relevant experience and technical back-up for conducting largescale rural household/institutional surveys.
IRMA has got a project assignment from Gujarat Livelihood Promotion Company Ltd (GLPC) on ‘Skill Gap Assessment under DDU-GKY project in the state of Gujarat.’ One of the objectives of the project is to Prepare district-wise Skill Gap Assessment (SGA) of rural areas with a focus on youth and other special groups like SC/ST, women, minorities, and PwD in Gujarat. The gap is to be arrived by matching the demand and supply for various skills of rural youth to facilitate training and placement under DDU-GKY. The assessment needs conducting stratified sample surveys of rural households, industry/business units, and skill training units across Gujarat. An SGA report with policy recommendations has to submitted to the sponsoring agency by IRMA team based on the survey results by the end of July 2023. Survey agencies having qualified team and experience of conducting rural household/ industry surveys may submit their bids.
Scope of Work
The surveys have to be conducted as per the sample plan drawn by IRMA team. The household survey will cover 3000 rural households selected randomly spread across different districts/talukas/panchayats representing eight agro-climatic regions of Gujarat. About 150 villages will be selected for the purpose. The survey of industry/ establishments will cover about 200 units spread across major sectors/regions of Gujarat, while the survey of skill training institutions (ITIs/RESTI/PIAs) will cover about 50 units across different districts. At the household level, a pre-tested/pre-coded schedule (about 8-10 pages length) will be used to collect relevant data covering social-economic profile, education, skill sets (type and proficiency), aspirations, and constraints for employment. Some open-ended information also will be collected. The data from the industries/establishments will be collected through a schedule (about 5 pages) focusing on human resources/workforce needs of the firms by type and level of skills and magnitude. Qualitative data will also be collected on expected technological changes in the next five years. A schedule (of about 5 pages) based survey will be conducted of skill training institutes to capture types and magnitude of skills developed, placement data, certification, and potentials and constrains of employability including conducting few FGDs (at least 5) with the trainees.
The survey of each household will take about 60 minutes duration with both coded and open-ended questions, the institutional (industry and training units) survey will be of about 2 hours duration. All survey instruments will be administered in the local language (Gujarati) by the survey team. A pilot survey of respondents will be conducted to pre-test the tools with the help of the selected survey agency.
The members of the survey field team are post-graduates, and of mix gender. IRMA team will provide the necessary orientation/ training to the field team of the selected agency on the survey and tools. The surveys will be conducted as per the SoP including quality checks agreed upon between IRMA and the survey agency.
Data will be collected using preloaded schedules in the tablets/mobile; and survey data will be submitted in SPSS/Excel database with necessary checks along with the filled in schedules. The qualitative contents of the schedules and FGDs to be transcribed into English text. The agency will be required to provide clarifications/explanations on the data during the course of the data analysis. The survey agency will nominate a nodal person/team leader for the purpose. IRMA team members will visit the survey locations during the survey period both for direct interactions with respondents and for random verification of surveyed questionnaires.
The entire exercise has to completed by the selected agency within two months from the sanction of the survey work.
