HCL Foundation Invites Proposals from Agencies for ‘Participatory Needs Assessment of Villages’ under the flagship program ‘HCL Samuday’

Objectives of the RfP
The purpose of this document is to invite proposals from organizations with a track record of success in the domain of integrated rural development projects. Further the aim is to identify a notable partner to analyze the current needs situation for holistic rural development in Pudur & Vilathikulam blocks of Thoothukudi district of Tamil Nadu. With the aim to conduct detailed needs assessment at both village and institution levels, using participatory tools to understand the current socio-economic paradigms along with bottlenecks, develop feasible plans/solutions to bridge the gaps, strengthen and address community social needs, and also to engage with relevant stakeholders in Pudur and Vilathikulam blocks.
The objective is to develop a comprehensive ‘Participatory Needs Assessments’ plan, which will help us to understand and develop integrated village/panchayat needs and plans. Additionally, the aim is to also engage all relevant stakeholders at community, institutions and government levels in order to bring up people’s need for their socio progress.
Purpose of the RFP
The purpose of this Request for Proposal (RFP) is to appoint an institution/ agency/consultancy to undertake participatory needs assessment for Pudur & Vilathikulam blocks of Thoothukudi district of Tamil Nadu for community’s developmental need assessment of the geography. The main objective of the assessment will be to assess the socio-economic paradigms for the field of Health, Water and Sanitation, Education, Livelihoods and Agriculture aspects in all 253 villages/ habitations at community and institution levels.
FOCUS AREAS:
In total 95 Gram Panchayats and 253 villages/habitations of Pudur (GP: 44 and Villages: 114) & Vilathikulam (GP: 51 and Villages: 139) blocks of Thoothukudi district of Tamil Nadu.
Submission Details
Interested organizations may submit proposal plan as per their strength and expertise. Proposals to also include Gantt Chart with comprehensive list of activities proposed in scope of work along with a tentative timeline. Applicants are requested to share proposal along with duly fill in Budget Costing Excel Sheet, as per below mentioned submission details and deadlines.
Budget: Budget must be submitted as per the attached template. Please provide detailed break-up of each line item and all sub-line item costs with clear budget explanatory notes. Any taxes including Service Tax, Sales Tax, Value Added Tax or any other applicable tax, duty, cess or levies, must be quoted separately from the price of goods and services. The terms of payment along with a tentative timeline must also be attached.
Gantt Chart: The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline.
Kindly provide an LFA with key objectives, activities, inputs, outputs, outcome and impact & a risk assessment and mitigation plan. The proposal must include indicators that will be used for assessing impact.
