About the Organization

The University of Chicago Trust (UCT) was established in 2008 as a charitable trust in India. In 2014, the Trust helped establish the Energy Policy Institute at the University of Chicago Trust (EPIC-India) to confront the global energy challenge: the need to provide society with affordable, reliable energy needed for growth while at the same time mitigating emissions causing pollution, to tackle climate change and improve health and economic well-being. EPIC-India at UCT through close association with government and industry partners has since worked on developing and testing ideas that could address India’s most pressing energy and environmental challenges.

About the Proposal

The Energy Policy Institute at the University of Chicago (EPIC-India at the Trust) through a Strategic and Policy Unit works with the Environment Department of the Government of National Capital Territory of Delhi (GNCTD) to improve air quality solutions significantly and sustainably for clean air in Delhi. To deliver the necessary strategic, policy and implementation support, UCT, for EPIC India, is inviting bids to engage a consultant with strong and relevant experience in implementing large-scale programmes for government departments. The selected consultant will assist EPIC India at UCT and the Environment Department of GNCTD in driving desired program outcomes by implementing multiple projects as part of an overall Strategic and Policy Support Unit (SPSU).

Programme Objectives

  • The SPSU led by EPIC India at UCT, which the consultant will work as a part of, would aid in designing and implementing evidence-based policies with a focus on:
  • Ward Environment Action Plan (WEP) specifically targeting solid waste management and air pollution, developing and executing strategies to address these environmental issues within the selected ward.
  • Engage the community and support local governance structures to foster collaboration and participation, creating a replicable model that can be adopted by other wards across Delhi, ensuring sustainable environmental practices.

Project Scope

Working within the Strategic and Policy Support Unit (SPSU), the consultant will lead the implementation of the Ward Environment Plan which is a key component of a larger program to improve air quality in Delhi.

Upon selection, the specified activities will have to be performed by the consultant/firm under a comprehensive service agreement with UCT delineating the scope of work, delivery milestones, fee, payment and other relevant terms.

Activity 1: Implementation of Ward Environment Plan-Related Strategies

  • Prepare Localized Action Plans for Solid Waste Management (SWM): Develop a localised action plan to address solid waste management issues in the chosen ward, utilizing the IIC’s Ward Environment Action Plan and a compendium of recommendations.
  • Prepare Localized Action Plans for Air Pollution: Develop a localized action plan to address air pollution issues in the chosen ward, based on the WEAP framework prepared as part of this project and recommendations from EPIC India and other leading publications on hyperlocal sources of air pollution.
  • Conduct Consultations: Organize consultations with Resident Welfare Associations (RWAs), the Municipal Corporation of Delhi (MCD), and other key stakeholders to discuss the local action plans and identify priority actions for implementation.
  • Implement Priority Actions: Execute the identified priority actions within the first six months.

Activity 2: Community Outreach

  • Develop Communication Material for Community Outreach: Create communication material for community outreach strategy using posters, pamphlets, videos, and other materials to raise awareness of the Ward Environment Action Plan.
  • Conduct at least 2 workshops (1 for solid waste management and 1 for local air pollution abatement) for RWA members, community workers, officials/workers from MCD to encourage action among key stakeholders

Deliverables

Implementation of Ward Environment Plan

  • Develop comprehensive localised action plans for managing solid waste and air pollution
  • Prepare a detailed report on the implementation of the Ward Environment Action Plan and the progress of the Zero Waste Ward Initiative.

Community Outreach

  • Compile a comprehensive report detailing the implemented outreach activities across various channels, including the outreach schedule, content used, and target audience. The final report should also include a thorough assessment of the impact of different digital engagement initiatives on the uptake of the Green Delhi App, with data on outreach numbers and anecdotes.
  • Organise 2 workshops with relevant stakeholders in collaboration with EPIC India to enhance stakeholder and community outreach efforts.

All strategies concerning each of the above activities will need written approval from the EPIC India program team before implementation.

How to Apply

This Request for Proposal represents the requirements for a competitive process. Each bidder must submit 1 copy of their proposal (in PDF and Word formats) to aratan@uchicagotrust.org by 5 pm IST, 2 July 2024. Proposals should be limited to 3 pages (front and back), not including a cover page/letter and attachments. Proposals should be organized accordingly:

  • Organizational Expertise: Details of the organization. Please highlight the relevant experience of the organization in supporting government departments on citizen engagement. This should include at least three examples and supporting documentation of similar programs completed. At least one year of experience working on air pollution and climate initiatives is preferred.
  • Proposed Team: The proposal should include the size, designations, and reporting lines of the proposed project team – please include the relevant experience and expertise of each team member. Please note that the bidder will engage members who have equivalent or more years of experience than submitted in the proposal.
  • Management Plan, Methodology, and Timeliness: Explanation of how the bidder proposes to work with EPIC India and GNCTD – key roles and responsibilities, reporting, change requests, escalation of issues, sign-off of work stages and acceptance criteria. This should also include a description of any risks and assumptions with appropriate management and mitigation strategies.
  • Financial Proposal and Documentation: An itemized breakdown of costs in INR for each project task, with proposed timelines for a quarterly milestone-based payment structure. This should be inclusive of the taxes. Additionally, submission of a copy of the Business Registration Certificate and the latest Audited Financial Statements for 3 years is also required.

Contract terms and conditions will be negotiated upon the selection of the winning bidder for this RfP. All contractual terms and conditions will be subject to review by the University of Chicago Trust and will include scope, budget, schedule, and other necessary items about the project.
