About the Program:

India has made significant progress in improving maternal and child health over the past decade; however, preventable maternal, newborn, and child morbidity and mortality continue to remain major public health concerns, particularly among vulnerable and underserved populations. Ensuring a continuum of care—from pregnancy through childbirth, the postnatal period, infancy, and early childhood—is essential to improving survival, health, and developmental outcomes. Equally important is addressing adolescent health, as investments during adolescence contribute to healthier pregnancies, improved birth outcomes, and stronger maternal and child health indicators in the future.

Recognizing these needs, the American India Foundation Trust (THE AMERICAN INDIA FOUNDATION TRUST (AIFT)) has implemented MANSI 2.0 (Maternal and Newborn Survival Initiative 2.0) across all six rural blocks of Haridwar district, Uttarakhand. The project aims to strengthen maternal, newborn, child, and adolescent health outcomes by reinforcing community-based healthcare delivery, enhancing the capacities of frontline health workers, promoting positive health-seeking behaviours, and strengthening the public health system in close collaboration with the Department of Health and Family Welfare and the Department of Women Empowerment and Child Development.

At the core of MANSI 2.0 is the continuum of care approach, ensuring that women, newborns, young children, and adolescents receive timely, quality, and appropriate care at every stage. The project strengthens the capacities of Accredited Social Health Activists (ASHAs) through structured training, supportive supervision, mentoring, and evidence-based Social and Behaviour Change Communication (SBCC). ASHAs are equipped to promote early registration of pregnancy, quality antenatal and postnatal care, institutional deliveries, essential newborn care, breastfeeding, complementary feeding, growth monitoring, immunization, family planning, and the timely identification, management, and referral of high-risk mothers and newborns.

Beyond maternal and newborn health, MANSI 2.0 also focuses on improving child health and nutrition while empowering adolescents—particularly adolescent girls—with knowledge on nutrition, anaemia prevention, menstrual hygiene, reproductive health, and healthy life practices. Through community engagement, household counselling, and behaviour change interventions, the project works to improve awareness, strengthen care-seeking behaviours, and create an enabling environment for better health outcomes.

Implemented in close partnership with the Government of Uttarakhand, MANSI 2.0 complements and strengthens key national health programmes, including Home-Based Newborn Care (HBNC), Home-Based Care for Young Child (HBYC), Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), Surakshit Matritva Aashwasan (SUMAN), Poshan Abhiyaan, Anaemia Mukt Bharat, Rashtriya Kishor Swasthya Karyakram (RKSK), Universal Immunization Programme (UIP), and other maternal and child health initiatives. By strengthening frontline systems, building community ownership, and supporting evidence-based service delivery, the project contributes to improved utilization and quality of government health services.

Through its integrated and life-cycle approach, the initiative aims to reduce preventable maternal, newborn, and child deaths, improve the health and well-being of women, children, and adolescents, and contribute towards India's commitments under the National Health Policy and the Sustainable Development Goals (SDGs).

Responsibility of the Agency

The responsibilities of the agency include, but are not limited to:

• Hiring, training and deployment of field surveyors, supervisors, monitors and field executives for the Endline survey
• Right-sizing the field team structure to the programme's current (reduced) footprint rather than replicating the original baseline-stage team size — the agency should propose a team structure appropriate to the revised scope and justify it in the technical proposal
• Optimizing survey team structure to ensure highest quality data collection within budget
• Provide an inception report detailing the implementation plan for the study
• Develop, pre-test, finalize research tools in consultation with AIF (excluding adolescent-specific instruments)
• Translate research tools to local languages (Hindi) in tablets/smartphones
• Provide oversight and management control to ensure adherence to protocols and excellent data quality
• Provide a mechanism for regular relay of field data transfer, including reports commenting on data quality
• Prepare data tables as per approved analysis plan
• Present top line findings highlighting key findings (not more than 20 slides)
• Prepare report as per approved chapterization plan in discussion with the MERL and programme team
• Be available to the research team at AIF in answering questions pertaining to the survey and the data
• Collaborate with AIF's research team to revise the survey plan, survey, and survey methods to ensure objectives are realized
• Submit a final detailed report and presentation with findings, survey process, relevant statistics, and a section commenting on data quality
• Liaise with key stakeholders on the government side (with AIF's help) to ensure full cooperation from relevant government agencies
• Staff this project with team leaders and members with demonstrable experience in leading social sector surveys of this nature (especially on health)
• Ensure consistency of project team leaders, as turnover hampers data collection quality and risks loss of information on survey methods and implementation
• Attend meetings with the AIF team and provide progress updates
• Secure approval from an Ethical Review Board/Committee
• Include technical team members ( as necessary) in design, training, and interpretation of survey tools

Eligibility Criteria for Bidding Agencies

Bidding agencies must meet the following minimum eligibility criteria to be considered for this assignment.

• The agency must have prior field-level experience conducting public health research and/or evaluation assignments with demonstrable familiarity with the local health system context (ASHA/ANM/AWW cadre, VHSND processes, district health administration) with 2 experience letters.
• The agency must have completed at least two rounds of assessment (e.g., baseline, midline, and/or endline for the same project) for a maternal, newborn, and child health (MNCH)-focused community health programme within the last five years.
• Minimum turnover value should be three crores in each of the last three financial years.
• Demonstrated experience designing and implementing quasi-experimental impact evaluation studies (intervention-control comparison, Difference-in-Differences analysis) for community health programmes.
• Demonstrated experience conducting large-scale CAPI-based household surveys with comparable sample sizes (2,000+ respondents) and multi-stage sampling designs.
• Demonstrated experience with continuity of core evaluation team/leadership across multiple phases of a single programme's evaluation, given the emphasis this TOR places on team consistency
