Qualifications and Experience

The agency should possess the following qualifications and experience:

Organisational Experience:

• Minimum 10 years of experience in monitoring, evaluation, verification, research, or assessment assignments.
• At least 5 years of experience conducting WASH sector evaluations, assessments, or third-party verification studies.
• Demonstrated experience in infrastructure quality audits, service delivery assessments.
• Experience of implementing multi-state assignments for international NGOs, bilateral or multilateral agencies, government programmes, or development sector organisations.

Technical Competence:

• Strong understanding of WASH service delivery systems and relevant national standards.
• Knowledge of JMP service ladders, Jal Jeevan Mission, Swachh Bharat Mission, IPHS, and related frameworks.
• Expertise in quantitative and qualitative research methodologies, sampling design, data analysis, and report writing.
• Demonstrated capacity in digital data collection, data quality assurance, and data visualisation using Computer Assisted Personal Interviewing (CAPI) tools.
• Demonstrate availability of qualified personnel required for the assignment.
• Capability to deploy large teams in the field to close work with the timeline.
