Introduction
Shechen Clinic, a unit of S.R.P.C. Trust, is committed to improving the quality of life for communities through various health, hygiene, education, food security, economic development, and environmental sustainability initiatives. As part of our ongoing efforts, we have implemented multiple projects across Bihar, Jharkhand, and Darjeeling aimed at addressing critical needs in these thematic areas. These projects align with our mission to promote health, dignity, education, economic empowerment, and environmental sustainability.
To ensure the effectiveness, efficiency, and impact of these projects, we are seeking proposals from qualified and experienced consultants or organizations to conduct a comprehensive evaluation of all our interventions.
Objectives of the Evaluation
General Evaluation Objective:
To evaluate the extent to which the projects have successfully achieved their intended outcomes in the areas of health & hygiene, education, food security, economic development, and environmental sustainability.
Specific Evaluation Objectives:
- Assess Access to Health & Hygiene Facilities:
- Evaluate the increase in access to health and hygiene facilities, particularly in underserved and vulnerable communities, by measuring the effectiveness of OPD and Mobile health camps in intervention areas, Veterinary services we are offering and the impact on public health outcomes. Also Assess the effectiveness of activities like Toilet construction and Karuna Neer project under sanitation and Hygiene Project.
- Measure Educational Outcomes:
- Determine the impact of educational initiatives by assessing changes in literacy rates, school enrolment, retention, and overall educational attainment among beneficiaries of our activities such as ECD, Babua School and NFE Centres.
- Evaluate Food Security Improvements:
- Assess the effectiveness of food security projects by measuring changes in seed availability, accessibility, and nutritional status among target communities through our intervention in Nutritional Garden, Household level intervention such as Rain water Harvesting. Also assess the effectiveness of Water conservation Projects including Pond and Wells construction in the intervention areas.
- Monitor Economic Development Initiatives:
- Evaluate the impact of Vocational Training centres, Small Business support and economic development projects by assessing changes in income levels, employment opportunities, and overall economic well-being of beneficiaries.
- Assess Environmental Sustainability Projects:
- Evaluate the effectiveness of environmental sustainability initiatives by measuring changes in environmental practices, resource conservation, and community awareness.
- Review Project Implementation:
- Assess the efficiency and effectiveness of the project implementation process, including the supply of materials, quality of interventions, and adherence to timelines.
- Assess Beneficiary Satisfaction:
- Evaluate the level of satisfaction among beneficiaries regarding the facilities, services, and education provided across all thematic areas.
- Identify Challenges and Best Practices:
- Identify challenges, gaps, and bottlenecks in the project implementation and document best practices for future replication.
- Review Financial Management:
- Evaluate the financial aspects of the projects, including the cost-effectiveness of interventions and the financial contributions made by beneficiaries.
Scope of Work
Geographical Area: Bihar (Selected Blocks in Aurangabad, Gaya and Nawada) and Jharkhand (Selected Blocks in Hata, Musabani and Kharsawan) and Darjeeling (Ghoom and Mirik)
Eligibility Criteria
Interested consultants/organizations must meet the following criteria:
- Proven experience in conducting evaluations of health, education, food security, economic development, and environmental sustainability projects.
- Strong expertise in qualitative and quantitative research methods.
- Familiarity with rural development and community engagement practices.
- Ability to work in remote areas and interact with diverse communities.
- Demonstrated experience in financial reviews and impact assessments.
Submission Guidelines
Proposals should include the following:
1. Technical Proposal:
- Understanding of the project and evaluation objectives.
- Proposed methodology and approach.
- Team composition and qualifications.
- Work plan and timeline.
2. Financial Proposal:
- Detailed budget, including consultancy fees, travel expenses, and other costs.
3. Annexes:
- CVs of key team members.
- Examples of previous similar work.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
1. Technical Expertise (40%): Relevance and quality of the proposed methodology and approach.
2. Experience (30%): Demonstrated experience in similar evaluations.
3. Team Composition (20%): Qualifications and experience of the proposed team.
4. Cost-Effectiveness (10%): Reasonableness and clarity of the financial proposal.
