Introduction 

Bridgestone India CSRs seeking proposals from qualified and experienced research organizations to  conduct an impact assessment and SROI study for our Community Health Program which focuses on  providing preventive and curative healthcare services through Mobile Health Unit initiatives. The purpose  of this study is to evaluate the effectiveness, efficiency, and impact of the mobile health services  provided to the community of Maharashtra (Chakan in Pune) and Madhya Pradesh (Pithampur in Indore) 

with a coverage of 40 villages. 

Background 

Project Aarogyam is a comprehensive plan designed to address basic healthcare needs through the  Mobile Health Unit (MHU). The MHU reaches targeted communities to deliver primary healthcare services  directly to their doorsteps. Additionally, the project focuses on building the capacity of local healthcare  institutions and community volunteers to ensure sustainability in the future. This project aims at  reaching out to provide healthcare to community people residing in the operational areas—who have  limited or no access to healthcare due to far-flung existing healthcare facilities or because of affordability  issues due to lack of financial resources or other physical / mobility reasons. It also ensures that it must  cover maximum beneficiaries belonging to socio-economically weaker sections (EWS) and other  vulnerable sections of society.  

Through the Mobile Health Units, Project Aarogyam offers: 

  • Accessible and affordable primary healthcare services in rural areas. 
  • Promotion of early detection and preventive healthcare through awareness drives. 
  • Connection and referral of critical cases to appropriate higher treatments on time, saving  precious human lives. 
  • Capacity building of local healthcare institutions, community volunteers, and frontline workers.

Objectives of the Impact Assessment Study 

The primary objectives of the impact assessment study are: 

  • To evaluate the effectiveness of the Mobile Health Ambulance in improving access to healthcare  services in the community. 
  • To assess the health outcomes and improvements among the target population. 
  • To identify the challenges and barriers faced in the implementation and operation of the Mobile  Health Unit initiative.
  • To provide recommendations for enhancing the impact and sustainability of the program.

Scope of Work 

The scope of work for the impact assessment study includes, but is not limited to: 

  • Conducting a comprehensive review of the Mobile Health Unit initiative, including service  delivery models, outreach strategies, and community engagement initiatives (awareness  sessions, community meetings) and health camps. 
  • Collecting and analyzing both quantitative and qualitative data to assess the programs impact  on health outcomes. 
  • Conducting interviews, surveys, and focus group discussions with beneficiaries, healthcare  providers, and other stakeholders. 
  • Preparing a detailed report with findings, conclusions, and actionable recommendations. 

 Deliverables 

The selected research firm/consultant is expected to provide thefollowingdeliverables:

  • Inception report outlining the methodology, data collection tools, and work plan.
  • Interim progress reports. 
  • Final impact assessment report including executive summary, findings, conclusions, and  recommendations. 
  • Raw data and audio – Visual field recordings. 
  • Presentation of key findings to Bridgestone CSR team and relevant stakeholders.

Proposal Requirements 

Interested firms/consultants are requested to submit a proposal that includes: 

  • A brief introduction of the organization including relevant experience and qualifications.
  • Detailed methodology and approach for conducting the impact assessment study.
  • Work plan and timeline for completing the study. 
  • Budget and cost breakdown. 
  • References of previous work on similar themes/initiatives. 

Evaluation Criteria 

Proposals will be evaluated based on the following criteria: 

  • Relevant experience and expertise of the organization (25%) 
  • Technical approach, methodology, and approach proposed for the study (30%)
  • Understanding of the Community Health Program and Mobile Health unit initiative. (20%)
  • Cost-effectiveness of the proposal (10%)
  • Quality of references and past performance (15%)
