RFP to On-board a partner to verify Utilization Certificate (UC) Certification for Anil Agarwal Foundation

Greetings from Anil Agarwal Foundation.
The Anil Agarwal Foundation (AAF), the CSR arm of Vedanta Group, is committed to delivering transparent, compliant, and impact-driven social programs across India. As part of our governance framework and statutory obligations under CSR regulations, we invite proposals from qualified professionals/firms for Quarterly UC (Utilization Certificate) Certification.
Scope of Work
The selected partner will be responsible for the following activities on a quarterly basis, in alignment with CSR rules, Vedanta's internal policies, and statutory norms:
Quarterly UC Certification Tasks

Preparation of utilization certificates in compliance with CSR laws and company guidelines.

Review of compliance with Delegation of Authority (DOA), SOPs, and relevant Vedanta policies.
-
Review of legal documents and byelaws of the implementing organization (IA).
-
Verification of project-related documents as per the signed MoU.
-
Examination of payment terms and key deliverables; validation of payments made accordingly.

Review of fund request letters, fund utilization certificates, and work completion certificates received from internal auditors.

Reconciliation of:
-
Payments made vs. bank account statements.
-
Fund request letters vs. payment terms and scope of work (SOW) of the implementing agency (IA).

Verification of supporting documents for all expenses claimed in the fund utilization certificate.
-
Preparation of draft UC for Board approval.
-
Final issuance of signed/verified utilization certificates.
-
Ensure that IA’s activities align with the mission, vision, and objectives of Nand Ghar and other AAF projects.

Review MoUs/SOWs signed with donors/sponsoring agencies.
-
Verification of relevant board approvals tied to the above documents.
-
Timely delivery of all reports and certifications as per defined schedules.
Commercial Proposal Requirements
Please share your commercial proposal covering:

Segregation of Work & Cost:
- One-time setup/review cost (if any)
- Quarterly recurring certification cost
- Any other periodic or incidental charges

Brief company profile and credentials

Relevant experience in CSR audit, financial compliance, and UC preparation

Any certifications, licenses, or empanelments with regulatory bodies (if applicable)

Past clients/projects related to CSR or nonprofit financial governance

Past Three Year's Balance Sheet and P&L Statement
