About the Organization

Parliament and state legislatures form the core of India’s democracy.  On behalf of citizens, they make laws, hold the governments accountable for their actions, and allocate public funds to various national priorities.  Therefore, it is imperative that legislators take informed decisions, that citizens know how they are being represented, and that there are channels of participation between citizens and legislators.

An example will illustrate the impact that better functioning legislatures can have on the lives of citizens.  Take school education.  The governments together spend over $30 billion a year on school education but learning outcomes are poor.  Many charities run their own schools (which cater to a few thousand children).  Given that there are about 200 million children in the school-going age group, a more effective use of funds would be to improve the government school system.  This would require legislatures to make more effective laws, hold the executive accountable towards meeting outcomes, and scrutinise the use of public funds.  Similar issues occur across various sectors such as health, water, infrastructure, and to pure public goods such as defence and police.

Job Description

PRS is looking to expand its research team and plans to hire Associate Analysts and Analysts.  Members of the research team prepare briefing notes on Bills in Parliament and state assemblies, policy developments and budgets.  They also brief senior policy makers in person, and write occasional articles in the media.

Job Responsibilities

The Analyst/Associate Analyst (Science & Tech) is expected to follow various technology and science developments that have policy implications, and write thorough and easy-to-read notes which are accessible to a lay audience.  These will include briefs on upcoming legislation, policy matters, scientific developments, and budgets.  The candidate should have the ability to work independently and create new research products, as well as to communicate the research to a wide audience.

The role is based in Delhi and may require travel for research and dissemination of research.  The position reports to the Head of Research.

Education Qualification/Required Skills & Experience

a) Strong analytical skills; (b) Good writing and communication skills; (c) Good quantitative skills with an ability to analyse and represent data accurately; (d) Ability to work independently while being a team player; (e) Ability to multi-task and deliver quality work in a timely way; (f) Objective thinking and openness to ideas.

Qualifications sought: For Analyst (Science & Tech) - Bachelor’s degree in a science or tech stream and 2-3 years of work experience, or a Master’s degree in a science or tech stream. 

For Associate Analyst (Science & Tech): Bachelor’s degree in a science or tech stream.
