Governments must also be equipped to deliver infrastructure and services, build their own capacity through training and technology, fully empower elected leaders, and ensure high standards of accountability and transparency.
Job Description
The PFM team at Janaagraha strongly believes that improved public finance and accountability systems are critical for India’s Urban Local Bodies (ULBs) to improve governance, ensure better planning and spending of resources, and consequently provide improved urban infrastructure and services. Our work includes both advisory to the Government and action-oriented research to inform the public finance discourse in the urban governance context. The team works with central government, state governments as well as city governments to support policy and implementation reforms.
The team, comprising of passionate and eclectic mix of young professionals, is working with the central government as well as multiple state governments on policy and implementation reforms. Our interventions are designed for own revenue augmentation, efficiency in expenditure, financial transparency & reporting. We also work on digital PFM solutions for improving the systems and processes.
To this end, we are looking to hire a highly motivated, passionate and committed professional as Associate Manager – Public Finance Management to lead our work with various government stakeholders to drive systemic reforms in Municipal Finance and PFM.
Job Responsibilities
Develop thought leadership on PFM
- Conduct research and synthesize findings on prevalent PFM systems in Indian cities and states, gaps in the system and best practices.
- Determine the current status and define the ideal state to map the reform roadmap.
- Convene consultations of domain experts to present findings, seek feedback and form partnerships.
- Support in advocacy with central and state governments to adopt reform measures and provide limited program support.
- Build knowledge products on key PFM issues for public consumption.
- Assist in report writing, designing and publishing.
- Enable visibility of Janaagraha’s work and evolve PFM work strand as per key themes identified, in alignment with organizational and government priorities, donor requirements and ecosystem developments.
- Ensure smooth running of day-to-day operations, troubleshooting and managing relationships with all stakeholders.
Engage with PFM ecosystem
- Maintain relationships with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation.
- Build relations and partnerships with senior government officials, other stakeholders and NGOs and participate in all relevant events.
- Maintain strategic partnerships and manage and implement resource mobilization strategies.
Education Qualification/Required Skills & Experience
- Chartered Accountant or Master’s degree or equivalent in economics, business administration, public administration, public policy or other directly relevant fields;
- 5+ years of experience in government advisory, public finance, business consulting or in a non-profit;
- Field based experience working with multi-cultural and geographically diverse and spread teams;
- Prior knowledge to the public finance sector is desired
