About the Organization

The International Initiative for Impact Evaluation (3ie) promotes evidence-informed equitable, inclusive and sustainable development. We support the generation and effective use of high-quality evidence to inform decision-making and improve the lives of people living in poverty in low- and middle-income countries. We provide guidance and support to produce, synthesize and quality assure evidence of what works, for whom, how, why and at what cost. 3ie is registered as a nonprofit organization in the United States. It has offices in New Delhi, London and Washington, DC.

3ie has thrived as a trusted partner for international development evidence production and use. But we believe we can do more to grow our impact.  As part of our Strategy 2024-2026, 3ie is launching an initiative to seek financial resources to enable 3ie to innovate and respond flexibly to global development challenges. Our Business Development team has a strong track record of responding to competitive Requests for Proposals (RfPs) and is now looking to diversify funding streams by increasing unrestricted funding from foundations and high-net-worth individuals (HNWIs).

Job Description

The consultant will be responsible for designing a tailored strategy and detailed implementation plan for 3ie to raise financial resources for strategic initiatives. This includes assessing 3ie’s current capacity, identifying and prioritizing donor opportunities, and creating tools and processes to empower the Business Development team to execute the campaign effectively.

Job Responsibilities

Strategic Planning

• Facilitate discussions with 3ie leadership, board members, and stakeholders to elaborate the initiative’s goals, objectives, and core messaging.
• Develop a phased strategy for acquiring flexible resources, with milestones for each year and specific focus areas (e.g., HNWIs, foundations).

Donor Landscape Analysis

• Conduct a comprehensive analysis of the donor landscape, identifying foundations, HNWIs, and corporate partners aligned with 3ie’s mission and campaign goals.
• Prioritize donors based on giving capacity, alignment, and likelihood of engagement.
• Include insights into global philanthropy trends relevant to capital campaigns in international development.

Relationship Mapping and Stakeholder Engagement Planning

• Work with 3ie leadership and board members to map connections to high-potential donors and intermediaries.
• Develop a prioritized list of donor prospects and recommend tailored approaches for relationship-building and engagement.

Campaign Workplan Development

• Create a detailed, actionable workplan to guide campaign execution, including timelines, key tasks, and team roles.
• Develop tools to track progress, such as engagement trackers, donor segmentation frameworks, and reporting templates.
• Outline metrics to measure campaign success and ensure accountability.

Capacity Building and Tools Development

• Provide guidance on integrating the campaign strategy into 3ie’s existing Business Development systems, including Salesforce and donor management practices.
• Create tools and templates to support campaign execution, such as donor outreach scripts, proposal templates, and stewardship plans.
• Conduct training sessions or workshops (if needed) to build the team’s capacity to implement the campaign effectively.

Education Qualification/Required Skills & Experience

• Proven track record in fundraising for the non-profit sector, with a particular emphasis on ‘Evidence Informed Decision Making’ in International Development and related sectors.
• Strong understanding of the landscape of philanthropies, foundations, high net worth individuals, and other sources of financial support within the International Development sector.
• Expertise in developing robust, actionable, successful fundraising work plans 
• Excellent written and oral communication skills in English
• High comfort level with interacting with senior leadership within complex, matrixed organizations.
• Familiar with evidence generation, use, and EIDM.
