Job Description

Applications are invited for the position of consultant for data collection and case study on ‘Comprehensive Review of Panchayat Finances and Measures to Augment their Revenue’ commissioned by 16th Finance Commission, Government of India.

• Data collection from Panchayati Raj Institutions
• Development of case studies (own revenue generation, house tax collection, optimal use of grants)
• Expected to work remotely and coordinate with IRMA team.

The 16th Finance Commission of India has entrusted Institute of Rural Management Anand (IRMA) to analyze the following:

status of devolution of Funds, Functions and Functionaries to Rural Local Bodies (RLBs); status of maintenance and audit of accounts of various tiers of RLBs; assessment of usage of e-Gram Swaraj portal; Analysis of revenues and expenditure of RLBs; assessment and collection of house tax in rural areas and identify best practices of using digital technology to augment PRI revenue; study few best practices for revenue augmentation of RLBs; tied and untied grants of successive Finance Commissions; identification of challenges and hurdles in augmentation of revenues of RLBs; review of implementation of recommendations of successive Finance Commission reports on resource augmentation for RLBs

Education Qualification/Required Skills & Experience

• Substantial experience in field survey/ data collection in research projects sponsored by government or internationally reputed doner.

                                  OR

• Post Graduate Degree in Social Sciences (Economics, Political Science, Public Administration) with relevant experience.
• Candidates must have ability to read and write in any or more than one of the following languages: Assamese, Bengali, Hindi, Punjabi, Telegu, Malayalam, Marathi,
