Job Description

The Director, SILK will provide leadership to ChildFund India’s Strategy, Innovation, Learning and Knowledge Management unit. S/he will be responsible for monitoring and evaluation, research, documentation, database management, and facilitating learning platforms in ChildFund India’s country programs.

S/he will lead the designing and execution of the learning framework within the Country Strategic Plan and facilitate the establishment of innovative systems and processes to track and document changes facilitated by ChildFund across programs and projects.

S/he will be instrumental in facilitating the rollout and managing the Comprehensive Approach for Monitoring, Evaluation and Learning (CAMEL) data-capturing platform to provide relevant information and analysis across organizational levels to enhance information flow and decision-making.

S/ he will manage a team of professionals in the field of M&E, research, training, and learning and will actively collaborate with M&E and program communication teams based in international, regional, and national offices to amplify program quality, impact, and communication. 

Director, SILK will be a member of the Senior Management Team and will play a leadership role in key decision-making within ChildFund India.

Job Responsibilities

Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures and conduct yourself in a manner consistent with ChildFund’s Child Safeguarding Policy.

Leadership:

Provide leadership to ChildFund India’s Knowledge Management and Learning Unit. This includes working closely with the International and India teams to develop a set of standards, indicators, M&E frameworks, core guidance and effective practices; and ensure implementation of those across ChildFund India Programs.

  • Ensure accountability through effective monitoring of country program by:
  • Institutionalising global and country level core M&E processes;
  • developing and managing M & E database and management dashboards;
  • compiling quarterly, annual and other periodic country reports;
  • managing, tracking and reporting of Annual Operating Plan;
  • sharing updates at different levels and developing feedback loops,
  • conducting data audits for confirming quality of reported information.
  • Manage a team to execute M&E improvement agenda. This includes supervision of staff, collaboration with colleagues across organisation, and developing work plans and monitoring their execution and outcomes. It also includes training of staff and partners to develop instrumentation and design periodic (baseline, midline and end line) surveys and provide on-going support to field programs as needed.
  • Plan and manage internal/external evaluations, reviews and impact assessments of the program.
  • Lead the team responsible for designing digital-led impactful, scalable, and sustainable program models across ChildFund India’s work areas
  • Continuous landscape mapping to identify digital-led, high potential, impactful local and global innovations that can support furthering ChildFund India agenda in the country
  • Translating these into digital-led innovative models to be tested and scaled-up by ChildFund India for its program growth, reach and impact
  • Identifying opportunities for partnership / digital-led coalition building with the ecosystem, leveraging technology to create solutions for at-scale implementation
  • Manage and monitor budget allocation and expenditures related to the SILK

Technical Expertise & Support:

  • Develop, adapt and pilot innovative tools (including use of Information technology in M&E) for measurement and reporting of progress and achievements for India Office.
  • Design and/or specify internal Knowledge Management (KM) solutions to help improve information access and data sharing between ChildFund Direct Implementation (DI) Programs and Local Partners (LP) in India and facilitate knowledge generation and cross-learning.
  • Provide expertise and support in designing and conducting macro and micro research studies to create and document strong evidence on ChildFund India’s Life stage specific programs.
  • Ensure impact measurement (internal and external) with defined KPIs, feedbacks and course correction (if-required) for the programs running
  • Work in tandem with program team to productize impactful, scalable and sustainable program models developed for further scale-up directly and in partnership with other stakeholders i.e. LPs and Government
  • Ensuring the design and commissioning of evaluations, studies
  • Support in creation of impact measurement framework upfront and then packaging of the results with strong proof points of evidence for each of the studies
  • Support in the development of Knowledge products out of successful studies being done
  • Lead and develop approach papers, articles, abstracts and learning documents to be published in various journals and newspapers

Program design and scaleup (along with Program Director):

  • Co-develop digital-led, innovative program models in collaboration with the Director Program and team across States
  • For the identified digital-led, innovative models & solutions, lead the deployment across learning labs with State program teams

Networking & Representation:

  • Coordinate, periodically, with the Regional Office, International Offices and the ChildFund Alliance Offices to proactively respond to their information needs.
  • Coordinates with communications department to disseminate and promote utilization of key research and case studies, both internally and externally.
  • Build, and manage useful partnerships and stakeholders; network with INGOs, NGOs, donors, government, and researchers, to leverage human and financial resources, facilitate information exchange, support advocacy activities, and enhance reach and sustainable impact.
  • Represent the organization in external forums through presentations, networking, publications, and engagement in the development discourse.
