Job Summary:
The District Lead will provide overall program leadership support in planning and implementing program activities in the specific target groups within the community, project partners, key stakeholders, and government at the district level further down the lines. S/he will assist in designing implementing, monitoring, and documenting new, high-quality health, nutrition and education programs. S/he will be responsible for providing leadership to her/his team of at the district level and will work in close coordination with the other big bets to ensure consistent quality technical inputs are provided to improve implementation of the program interventions through panchayat lead domain outcome model. S/he will also be responsible for ensuring synergy between all health and nutrition programs implemented at the district level. The role also requires the ability to multi-tasking and handling complex situation and competing the priorities.
Roles and Responsibilities:
- Supporting Health and ICDS programs to improve coverage of RMNCH+A interventions at community level through panchayat led domain outcome model and well-managed good quality client–provider (frontline workers) interactions.
- Collaborate with District Magistrate, Deputy Development Commissioner, DPO-ICDS, District Panchayati raj Officer, District Education Officer, District Public Relation Officer, District Planning Officer, Civil Surgeon and DPM-NHM on an ongoing basis to ensure effective implementation of program components.
- Network with all relevant stakeholders including government functionaries, civil society groups (Hyper Local Channels) and represent the program in Government and other relevant forums for ensuring visibility of program interventions.
- Share information, data and issues that need advocacy efforts at District and state level with the Divisional Leads, State Operations Team and program support team.
- Identify operational issues, gaps and challenges hindering program implementation and bring them to the notice of District Level Officials through periodic field visits.
- Create a district level convergence forum to strengthen Aspirational District or Block program. Also responsible for guiding and supporting Program Leaders to create block level forum and GPPFT in selected panchayats.
- Structure and regularize different review platforms Health Review Meeting, DHS Meeting, ICDS- Monthly Meeting, Sector Meeting, Cluster Meeting, ANM weekly meetings, HSC meeting, ASHA meeting, etc. toward continuous program improvement.
- Integrate data driven management components in different review platforms to co-design, monitor and review program outcomes.
- District Lead will directly supervise all team members including Gandhi Fellows and fulfill all requisite support to run program independently in the district.
- Work with district leaders in causal thinking, co-designing innovative strategies, testing their feasibility and scaling it across district.
- Provide techno-managerial support/guidance in effective implementation of Transmission Assessment Survey, Night Blood Survey, Distribution of MMDP Kit for LF elimination interventions through improving MDA, effective active case detection, treatment and issuance of disability certificates.
- Stay abreast of updated knowledge on National Programs related to maternal and child health, nutrition, education to identify best practices and support dissemination of new knowledge and technical strategies to the program team.
- Establishment and strengthening different Hyper Local Channel’s Forum to catalyze demand generation from community.
Deliverables:
- Facilitate convergence meetings for strengthening the implementation of several Health, Nutrition and Education programs. The District Convergence Forum, District Health Review Committee, District Weekly Review Committee will be activated and 1 monthly meetings in each month to be facilitated for decision making.
- Provide techno-managerial inputs to Health department to several campaigns rollout and strengthen the decentralized approach. Capture feedback from the stakeholders regarding the clarity and effectiveness of the campaign rollout.
- Facilitate capacity building workshops (Internal & External stakeholders) under these programs. Plan capacity building session of PRI Member at district and Block level to develop the understanding of ABC intervention, convergence of inter department for saturation of schemes, utilization of existing fund improves the services of beneficiaries.
- Alignment of One Down's/ team's goal and KRA with overall Organization Goals. Identify and resolve challenges faced by One Down/ team as and when required.
- At least monthly conversations to be done for Mentoring and Guiding in Professional Development of District Program Leaders and Gandhi Fellows. Support in developing individual development plan for team’s self-growth. Several opportunities are created for Fellows for their growth and Development.
- Identity the potential local NGO for their support in district intervention of Education, Health & Nutrition.
- Established the NGO forum at district level for their capacity building, planning and support required.
- Identify the local Youth Volunteers from different colleges, Organization for their support in ongoing campaign, community awareness of program.
- Identify the local media person for their support in awareness through Print, Electronic Media, social media of best practices of district intervention.
- Develop the relationship with district and block level officers of JEEVIKA for engagement of SHG members at community level for awareness & improve the coverage of campaign.
- Identify the faith leaders for community awareness for Proper ANC Checkup, Institutional delivery and acceptance of Family Planning services.
- Submission of monthly/quarterly/annual work-related plans and reports to State office. Support in strengthening the reporting /MIS under these programs
- Support in development of knowledge products (videos, booklets, newsletters, guidelines, IEC materials).
- Document success stories under the programs and contribution to other knowledge products
- Strengthening LF related activities like Line Listing, MMDP Kit Distribution, issuance of disability certificate etc. Support in rolling out MDA campaign by involving several Hyper Local NGOs and other stakeholders.
