Project Background:

The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty. Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. The Communicable Disease (CD) portfolio specifically addresses Tuberculosis (TB) and Malaria—two diseases that disproportionately affect vulnerable populations including tribal communities, urban poor, and migrant workers. GAVB's approach leverages Digitization, Decentralization, Leadership & Institutions, and Inclusion to enhance health service delivery. Domain expertise with proven solutions lays the foundation for introduction, progression, and gradual integration of innovations into government public health systems. As states prepare to accelerate efforts as a part of GAVB, there is a need to develop a nuanced understanding of the current status of service delivery systems, implementation readiness, and context-specific challenges before introducing new interventions. In this regard, an Immersive Diagnostic Deep Dive (IDD) is planned. This is a recruitment advertisement for field supervisor this IDD exercise.

The Field Supervisor will undertake the quality checks and supervision of the data collection, providing hand holding support to the team (field investigators) through QAQC process (Spot-check, back-check and audio-check) and ensuring the data collection timely in her/his assigned district/blocks. S/he will ensure complete adherence to protocol, and high efficiency and quality of data collection. They will work in close coordination with the State RMLE team (PD/ SPL/PL/Sr Analyst) and accountable for the overall success of the RMLE data collection. Based on the need they will also collect data in other than the assigned districts.

Roles and Responsibilities

  • To be thorough with the implementation protocol of the study and to ensure its adherence by the deployed Field investigators
  • To maintain data sanctity by conducting rigorous and time-bound back-checks, spot-checks and Audio checks of the data collected by the Field Investigators
  • To monitor field investigators, maintain their daily output.
  • Ensure zero tolerance in case of data fudging.
  • To provide hand-holding support to FI’s as and when needed.
  • To conduct primary data collection as and when required.
  • To support in maintenance of logistics and field movement planning.
  • To prepare and share consolidated reports on the quality of data collection.
  • Conduct 10% to 15% quality checks (Spot, back and audio checks) of collected data.

Minimum Qualification: Bachelor's degree or post-graduation in any discipline with two/three years of relevant work experience in public health programs.

  • Excellent communication skills in Hindi and local dialects of Jharkhand.
  • Experience with large scale household survey data collection in public health (Household survey, CMWRA, Facility surveys)
  • Experience of working in any Maternal and Child Health program (or, at least any Public Health Program)
  • Strong understanding of Public Health Program (including ICDS) and exposure to different terminologies used in Maternal and Child Health Programs
  • Experienced in managing teams in any project, being a supervisor or monitor for minimum one year

Preferred:

  • Excellent communication skills in Hindi and other local dialects (Santahli, Mundari, Khortha and Ho) and functional understanding of English is also required.
  • Understanding of cultural sensitivities of Jharkhand.
  • Proven experience in conducting large-scale household, family planning, or community-level surveys.
  • Strong understanding of Public Health Program (including ICDS) and exposure to different terminologies used in Maternal and Child Health Programs.
  • He must have his own android phone.
  • Must have two-wheelers with a valid driving license.

Essential Skills:

  • Communication skills: Able to communicate in all local and regional languages specific to Jharkhand state Hindi and other local dialects (Santahli, Mundari, Khortha and Ho) and functional understanding of English is also required.
  • Travel: The candidate must be willing to travel extensively within assigned districts and blocks and across various divisions in Jharkhand as required by the project. Project requires travel on a daily basis within the assigned block and district.
  • Location of assignment : The districts are Purbi Singhbhum, Hazaribagh, Giridih, Chatra, Koderma, Palamu, Latehar, Pakur, Sahebganj, Ranchi.
