Job Description

The Manager - L&D and HR will play a critical role in strengthening the overall capacity of both the program team and field staff at the 22 CMYC centres. This role is responsible for designing, implementing, and evaluating learning and development programs, as well as overseeing key aspects of HR operations across the centres. The role requires a strategic approach to identifying training needs, developing engaging and culturally relevant learning content, and ensuring smooth delivery across in-person workshops, e-learning platforms, and virtual classrooms.

In addition to L&D responsibilities, this role will handle HR operations such as recruitment, policy implementation, employee wellness, and grievance management. The L&D/HR Lead will work closely with teams including the State, Regional, Centre and external partners to ensure alignment with the CMYC’s mission and values.

This position will require extensive travel across the various CMYC centres in Meghalaya to engage with teams on the ground, assess training needs, and oversee HR functions.

Job Responsibilities

Learning and Development (L&D)

  • Training Needs Assessment: Conduct training needs analysis to identify skill gaps across CMYC teams, including managers, and field staff.
  • Program Design & Delivery: Develop and implement engaging training programs using various formats (in-person, virtual, e-learning). Ensure alignment with SDL values and community needs.
  • Facilitation & Coaching: Deliver training sessions and provide mentorship to field staff to strengthen their leadership, facilitation, and communication skills.
  • Capacity Building & Succession Planning: Develop individual development plans and succession paths for key team members, focusing on long-term capacity building.
  • Evaluation & Improvement: Monitor training effectiveness through feedback, evaluations, and data-driven adjustments to improve future programs.

Human Resources (HR) Operations

  • Recruitment & Talent Management: Oversee recruitment, onboarding, and retention strategies for program staff, field staff, and support teams at CMYC centres.
  • Policy Development & Compliance: Ensure HR policies are aligned with organizational guidelines and legal compliance, managing leave, safety, and employee welfare.
  • Employee Wellness & Engagement: Implement programs to boost morale, manage grievances, and promote a positive workplace culture.
  • Grievance Management & Conflict Resolution: Handle sensitive issues, mediate conflicts, and ensure fair and transparent processes for resolution.
  • HR Administration & Reporting: Maintain accurate HR records, including attendance, payroll, and performance data, while preparing regular HR reports.

Strategic Planning & Budget Management

  • Budgeting: Manage the L&D and HR budgets, ensuring cost-effective resource allocation for training and HR initiatives.
  • Long-Term Planning: Develop long-term strategies for team development and scaling HR operations across the CMYC centres.

Innovation & Technology Integration

  • Technology in Learning: Lead the adoption of new technologies (e.g., LMS, HRMS) for training and HR management, ensuring smooth functionality and staff access.
  • LMS & HRMS Management: Oversee the use of learning and HR management systems to streamline training delivery and HR operations.

Education Qualification/Required Skills & Experience

  • Experience: Minimum of 3-5 years in core Learning and Development (L&D) and Human Resources (HR), with a preference for overall work experience of 6-9 years in the non-profit or social sector. Experience in rural community development or education in North East India is highly desirable.
  • Training Expertise: Proven experience in training program design, instructional methodologies, and adult learning principles. Experience with capacity building for grassroots teams is a plus.
  • HR Knowledge: Strong understanding of HR policies, talent management, employee engagement, and workforce’ regulatory terms.
  • Leadership & Collaboration: Experience leading multi-disciplinary teams, working cross-functionally with diverse stakeholders, and managing contextual HR and L&D operations.
  • Communication & Facilitation: Excellent communication skills, with the ability to facilitate training sessions, provide clear guidance, and engage effectively with teams in-person and remotely.
  • Analytical & Problem-Solving Skills: Ability to assess the effectiveness of programs, make data-driven decisions, and solve complex challenges related to people management and training needs.
  • Technological Proficiency: Familiarity with LMS, HRMS, and e-learning tools. Proficiency in using virtual learning environments and platforms for managing distributed teams.
  • Ability to handle sensitive and confidential information with discretion.
