About the Organization

The Ministry of Environment, Forest and Climate Change (MoEFCC) is the nodal agency in the administrative structure of the Central Government for the planning, promotion, co-ordination and overseeing the implementation of India’s environmental and forestry policies and programmes.

The Ministry also serves as the nodal agency in the country for the United Nations Environment Programme (UNEP), South Asia Co-operative Environment Programme (SACEP), International Centre for Integrated Mountain Development (ICIMOD) and for the follow-up of the United Nations Conference on Environment and Development (UNCED). The Ministry is also entrusted with issues relating to multilateral bodies such as the Commission on Sustainable Development (CSD), Global Environment Facility (GEF) and of regional bodies like Economic and Social Council for Asia and Pacific (ESCAP) and South Asian Association for Regional Co-operation (SAARC) on matters pertaining to the environment.

Job Description

• Development of monitoring, evaluation and reporting framework
• Physical and financial assessment and progress reporting of national an d state level project activities according to the Green Climate Fund result s framework
• Regular monitoring & evaluation of project results and risks (technical, operational, institutional, social and environmental) and ensure mitigation measures
• Ensure that all project staff maintain a high level of transparency, responsibility and accountability in M&E and reporting of project results
• Ensure compliance of GCF M&E requirements as per project requirement
• Develop and monitor the annual/quarterly work plans, and progress reports (as per reporting requirements) prepared by the NPM U/SPMUs
• Establish an Evaluation Plan that ensures that all relevant stakeholders undertake annual reviews and a Final
• Evaluation; Quality assurance of the project interim evaluation report and management response.
• Regularly monitor and update the results framework as needed through physical verification on ground of all indicators.
• Quality assurance of project reports.

Education Qualification/Required Skills & Experience

Essential

• Master’s in Climate Finance, Economics, Business and public administration, Developmental Studies.

Desirable

• Persons with Ph.D with research experience, published papers and post qualification experience in the relevant filed would be preferred.

Relevant Work experience

• Minimum 17 years of working experience in Project Performance management, performance indicators, database management Reporting and Research, Strategic planning etc. Experience of working with Central and / or St ate Governments on similar assignments will be p referred Experience of working in Climate Chang e related projects Experience of working with multi-laterals and cross sect oral domain with monitoring results based management framework. Exposure of working with common Management Information Systems (MIS)
