Established in 1976, the National Institute of Urban Affairs (NIUA) is a premier institute of the Ministry of Housing and Urban Affairs, Government of India, for research and capacity building for the urban sector in India. Job Description/Responsibilities

The Policy Specialist – Enterprise Development will report to the Policy Unit Lead and support CSUL in the day-to-day operations focusing on entrepreneurial development for unemployed women, female entrepreneurs, street vendors and small business owners across sectors. Build a strategy design and ensure the effective planning, implementation, business development, review, and monitoring of all planned interventions.

  • Design and implement programs to support the development and growth of nano enterprises, with a focus on street vendors, SHG’s, and small business owners.
  • Identify and design start-up packages and non-financial business development services for entrepreneurs, addressing gaps in existing services.
  • Conduct needs assessments and market analysis to identify opportunities and challenges for street vendors, SHG’s, small business owners, female entrepreneurs etc.
  • Provide capacity-building support, including training, mentorship, and access to resources, to enhance the entrepreneurial skills of street vendors, SHG’s, small business owners, female entrepreneurs, and other vulnerable groups.
  • Develop, advocate, and implement policies and strategies to improve the business environment for street vendors, SHG’s, small business owners, female entrepreneurs, and other vulnerable groups.
  • Collaborate with local governments, NGOs, and other stakeholders to advocate for the rights and interests of street vendors, SHG’s, small business owners, female entrepreneurs, and other vulnerable groups.
  • Prepare policy briefs, reports, and case studies to disseminate findings and influence policy decisions at local, regional, and national levels.
  • Facilitate multi-stakeholder dialogues and consultations to gather input and build consensus on policy issues affecting street vendors, SHG’s, small business owners, female entrepreneurs, and other vulnerable groups.
  • Represent CSUL and NIUA at conferences, workshops, and other events to promote our research and findings.

 Education Qualification/Required Skills & Experience

  • Post-Graduation in management or equivalent, Entrepreneurship, Economics, Development Studies, Social Sciences, Public Policy, or a related degrees from premier institutions.
  • Bachelor’s Degree in a relevant field combined with significant work experience may be considered.

Required Experience:

  • At least 10 years of professional work experience with at least 5 years in working on business development with special focus on micro-business, MSME development or entrepreneurship is essential.
  • In-depth knowledge of the challenges and opportunities faced by nano entrepreneurs.
  • Proven experience in policy development, advocacy, and implementation.
  • Demonstrated experience in program design, implementation, and evaluation.
  • Demonstrate expertise in one or more areas, including business skills training, business incubation hubs, and business development services.
  • Possess hands-on experience in identifying training needs, designing training programs and tools, and delivering training to micro enterprises and entrepreneurial models.
  • Strong Analytical Skills with excellent written and verbal communication skills in English, Hindi, and any other Indian language with the ability to communicate to a variety of audiences.
  • Ability to work flexibly on a range of assignments showcasing strong teamwork and collaboration and adjust to a variety of complex and evolving tasks to meet deadlines
  • Ability to lead a team of specialists and to take forward projects, often in collaboration with other partners. Attention to detail to create quality output and to set standards for the team.

Preferable Qualifications/Experiences

  • Certification in Enterprise Development, Micro-Entrepreneurship, Policy Analysis, or related areas.
  • Training in project management, economic development, policy analysis, or related fields.
  • Relevant coursework in subjects like micro-enterprise development, urban economics, livelihood strategies, and public policy.
  • Work with State/Central programs, and CPSEs (Central Public Sector Enterprises) on livelihood projects will be desirable.
