Job Description
PATH is currently recruiting a Community Case Management (CCM) Program Officer to act as the Central Africa Republic (CAR) focal point for PATH-MACEPA efforts to provide technical assistance in the area of integrated community case management (iCCM). The successful applicant will work with the Ministry of health, partners, donors, as well as with global MACEPA teams to understand the current landscape of iCCM implementation and identify existing support needs and/or gaps. S/he will work to strengthen partner-coordinating mechanisms in support of long-term iCCM program planning, including facilitating development, implementation, and monitoring of digital solutions for improved data management and surveillance. The CCM Program Officer will also be tasked to coordinate with partners to facilitate sharing of data resources needed to develop tools and analyses to aid decision-making.
Job Responsibilities
Support to the CAR Ministry of Health
- Identify and maintain ongoing communication with governmental and non-governmental stakeholders involved in the governance and implementation of iCCM in CAR.
- Maintain current knowledge of policy, strategic plans, standard operating procedures, etc. related to iCCM program implementation among partners to ensure ongoing alignment of PATH activities with national strategic and operational plans.
- Support coordination and administration of data collection activities, including assessments aimed at identifying iCCM program needs.
- Support dissemination of information regarding PATH activities to stakeholders.
- Work with the MoH and partners to identify iCCM technical working group focal points, and co-lead regular sub-committee meetings to develop long-term roadmaps guiding iCCM implementation.
- Facilitate identification and exchange of data resources needed for development of tools to support iCCM program decision-making and data management.
- In line with national iCCM expansion plans, work with global MACEPA teams to develop advocacy tools to connect new donors with existing or anticipated gaps in iCCM implementation.
PATH MACEPA support
- Support day-to-day administration including (but not limited to) contracts, sub-agreements, purchase orders, work orders, and consultant agreements.
- Maintain an active knowledge and understanding of PATH policies and procedures as well as donor rules and regulations; seek out guidance from the relevant authority to resolve policy questions.
- Any other duties as may be assigned by the Sr Technical Program Manager.
Education Qualification/Required Skills & Experience
- Degree in public policy, public health, science, business administration, or equivalent degree required, or an equivalent combination of education and experience.
- Minimum seven years of professional program management experience with experience directly managing and coordinating complex projects; ideally in malaria projects.
- Experience and understanding of the sub-Saharan Africa health system context and community health programs (iCCM) design and implementation.
- Effective time-management and organization skills, with the ability to handle a high volume of large, complex tasks.
- Demonstrated ability to work well with cross-functional, cross-geographical teams to accomplish objectives.
- Demonstrated ability to work in a fast-paced, rapidly changing environment, multi-year project, multiple workstreams, including supporting partner collaboration, experience with cross-cultural teams highly desirable.
- Demonstrated ability to think strategically with strong analytical and problem-solving skills.
- Ability to effectively communicate and present content and results with key stakeholders to drive forward programmatic goals.
- Strong interpersonal skills, particularly negotiation, listening, judgment, analytical skills.
- Fluency in French is absolutely essential with strong oral and written presentation skills.
- Professional proficiency in English is required.
- Previous experience in public health programming is required, experience in malaria programming is a plus.
