Job Description

CEEW is seeking a programme associate to join its Climate Resilience program, specifically to support projects in the domain of adaptation finance and help estimate the adaptation finance gap across different sectors in India. The selected candidate will be part of the CR team, which undertakes various tasks related to climate risk assessments, sectoral vulnerability assessments, and implementing adaptation strategies such as Nature-based Solutions to enhance resilience and developing frameworks for strengthening infrastructure resilience. The Programme Associate will be responsible for conducting in-depth literature reviews, data collection, and quantitative and qualitative analyses to assess adaptation finance needs and gaps across sectors and geographies. The role will involve synthesizing financial and climate data, evaluating sectoral adaptation costs, and identifying financing mechanisms to scale up investments in climate resilience. The candidate should have expertise in systematic literature review, data synthesis, and an understanding of adaptation finance frameworks and strategies. Proficiency in quantitative tools for financial analysis and scenario modeling, coupled with a strong grasp of financing instruments and mechanisms for adaptation, will be highly advantageous.

About the focus area:

The Climate Resilience programme at CEEW envisions a future where institutions, infrastructure, economies, and people are insulated from the risks of a changing climate. Backed by rigorous data analysis, integrated research, strategic communications and stakeholder engagement,  our work is geared towards building on-ground community resilience by:

  • Examining, identifying, assessing and predicting risks related to extreme climate events such as floods, droughts, and cyclones, variabilities in temperature and rainfall, and the compounding impacts of associated climate events at the national and sub-national levels.
  • Building tools to assess community resilience and adaptation capabilities and help climate-proof infrastructure and livelihoods through data-driven research and strategic outreach.
  • Identifying, assessing, and supporting the implementation of financial models, including private and blended finance models, to fund adaptation measures at the local-, state-, and national-levels.

Job Responsibilities

Research and analysis

  • Conduct desk-based secondary research and literature reviews on adaptation finance, including tracking global and national trends, and consolidating findings to highlight stakeholder narratives and priorities in the sector.
  • Contribute to identifying financial instruments, investment strategies, innovative financial models, and policy frameworks used globally and within India to scale adaptation finance and close financing gaps.
  • Support in synthesizing research findings to produce high-quality outputs such as reports, policy briefs, and journal articles.
  • Undertake qualitative research for projects that include but are not limited to:
  • Conducting systematic evidence reviews and meta-analyses on adaptation finance.
  • Assisting in stakeholder consultations, high-level dialogues, and expert interviews to gather actionable insights.
  • Applying qualitative tools to analyze narratives and frameworks and presenting them in coherent formats.
  • Carry out quantitative research focused on socio-economic and financial datasets, including climate expenditure assessments, investment gap analysis, and scenario modeling.

Other responsibilities

  • Support the estimation of adaptation finance gaps across sectors and regions by analyzing financial flows, risks, and benefits.
  • Respond to research requests from senior researchers by synthesizing and analyzing information to support policy design and decision-making.
  • Assist in preparing and delivering presentations, communication materials, and data visualizations for diverse audiences.
  • Contribute to the planning and execution of events such as report launches, workshops, and roundtable discussions.
  • Actively participate in team meetings and brainstorming sessions to develop innovative approaches to adaptation finance challenges.
  • Provide inputs on research methodologies and analytical tools for adaptation finance and resilience-building projects.

Education Qualification/Required Skills & Experience

  • Master’s/PhD in finance, green economics, environmental economics, investment banking, public policy, sustainable development, or related fields.
  • A strong background in climate finance, adaptation finance, or related domains is highly preferred.

Qualification

  • 4–5 years of experience in areas such as climate finance, development finance, investment analysis, or public policy research.

Key Skills

  • Strong analytical skills and knowledge of mixed-method research approaches (qualitative and quantitative) for policy evaluation, sectoral financial analysis, and climate risk assessments.
  • Familiarity with qualitative literature review techniques and analysis software is preferred.
  • Demonstrated interest in policies and financing mechanisms for climate change adaptation, resilient infrastructure, disaster management, and allied sectors.
  • Proficiency in using advanced Microsoft Excel and quantitative tools for financial modeling and socio-economic analysis.
  • Strong written and verbal communication skills with fluency in English.
  • Effective time management and ability to work collaboratively in a team setting.
