About Organisation

SPYM is a national organisation with a countrywide presence working in the area of health and socio-economic development since last above 35 years. SPYM is working in the domains of Health, Socio-economic development, Advocacy and Networking in the North, South and North Eastern part of India. SPYM has worked with Govt. agencies i.e. Ministry of Health & Family Welfare, Ministry of Social Justice & Empowerment, Ministry of Youth Affairs & Sports, Ministry of Rural Development, Govt. of India etc. along with Multilaterals agencies like World Bank, UN agencies like UNDP, UNFPA, UNICEF, UNAIDS, UNODC etc., bilateral agencies like DfID, USAID, CIDA etc.

State Technical Support Unit:

SPYM is setting up the State Technical Support Unit (STSU) for the State of West Bengal to support the State in implementation of Tuberculosis Intervention as part of National Tuberculosis Elimination Program. STSU will help guide the State TB Cell (STC), District TB Officers (DTOs) and City Health administrators in planning and implementation of activities leading towards TB eliminationas envisioned by 2025. Key areas of support are: 

a)     Support the state in implementing the engagement of Service Providers in private sector, NGOs and untapped areas.

b)     Contract management with Private sector & NGO sector

c)     Monitoring & Evaluation

d)     Capacity building and Technical Support

SPYM invites application for the post of Public Health Expert – State Technical Support Unit (STSU):

Location: Kolkata, West Bengal

About the Position: Responsible for program and financial management issues including looking after PPSA & other partnershipmanagement at the State&District level in West Bengal.

Job Responsibilities:

1. Promote use of Standards of TB Care in India (STCI) in the state and assist in thedevelopment of additional tools and enablers for effective involvement of all careprovidersandstakeholders inNTEPat the State.
2. Assist State in development, piloting and the scale-up of operational models ofPublicPrivatePartnershipinNTEP.
3. CoordinationwithMedicalColleges,NGOs,Privatepractitioner,professionalmedicalassociations,corporatesectorcareandpublicsectorcareproviders outside theHealthDepartment.
4. ProvideTAtoStateforthetimelyandcompletereportingfromvariouspublicprivatepartnership project. Also facilitate the compilation and analysis of these reports attheStatelevel.
5. ProvideTAtotheStateformonitoringandevaluationofpublicprivatecollaborativeactivitiesunderNTEPintheState.
6. Identify Programmatic gaps and develop evidence based documents for conducting state / district level advocacy events / meetings in consultation with the Team Leader (STSU), Kolkata.
7. Design & facilitate conducting pilots / action research if needed in consultation with TL and STC and prepare the prepare the process  document for follow up and record
8.  Facilitate/impart technical session on the required components of NTEP
9. Undertake any other activities as assigned by State TB Cell and / or Team Leader,STSU intheinterestofNTEP/TB Eliminationinthe State.

 

 

Qualification& Experience:

• Master’s degree in public health/Community Medicine/ Preventive & Social Medicine / Social Sciences or any other related field from a recognized University/ Institute
• Minimum 6 years plus of experience in public Health out of which 3 yrs relevant experience in infectious disease

• Can speak & write in English & Bengali

 

Desirable: Experience in TB or HIV programs, already located in the State of West Bengal, understanding and experience in Public Financial Management System or Digital Financial Services.

 

Required knowledge, skills and abilities typically needed to perform this job:

• Good communication skills and proficiency in English & Hindi preferably.
• Ability to undertake & deliver on the above responsibilities and tasks.
• Excellent documentation and presentation skills.
• Flexibility and the ability to work effectively in a team and cope with pressure and challenges.
• Excellent interpersonal skills and able to work independently as well as part of an effective team.
• Demonstrated ability to analyze policy issues and to communicate findings and policy recommendations to a variety of audiences.
• Willingness to travel extensively in West Bengal
• Previous experience in the state is desirable.

 

Salary: Salary will commensurate with experience and shall be at par with current standards.
