Job Description

The HR Partner implements HR practices and activities for MSH's Asia offices providing a full spectrum of HR services and programs linked to organizational and project needs and objectives.  The HRP works closely with MSH Corporate Human Resources, Project Directors, Project HR, and the regional Leadership Team to support the achievement of organizational and country goals and objectives through the development implementation, and management of HR activities.

Job Responsibilities

Reporting to a Global HR Partner under direction of the Director of Human Resource Partners, the Human Resources Partner will coordinate the implementation of people-related services, policies, and programs through Human Resources staff, assist, and advise other Project HR staff and Project Directors about Human Resources issues.

More specifically:

Country & Regional HR Management      

  • Act as a strategic partner to the organization by understanding mission, vision, values and organizational direction, goals and objectives. Facilitate strategic organizational meeting and provide advice to assigned organizational leadership, as assigned.
  • Maintain management guidelines by preparing, updating, and or recommending human resource policies and procedures.
  • Educate managers and employees regarding company policies/procedures.
  • Support with change management efforts, communicate organizational changes, and assist managers and employees, as needed.
  • Contribute to the HR team effort by mentoring and assisting other HR Specialists within projects as necessary to support a high performing work group.

Recruitment and Placement

  • Oversee and ensure all recruitment policies and procedures are adhered to and recommend improvements.
  • Support with review and prepare recruitment materials including job descriptions, job specifications, adverts, donor approval memos and interview questions for positions to be filled.
  • Oversee and ensure all new hire employment forms are collected by HR and employee folders are in compliance with local requirements.
  • Maintain an active and organized data bank of applicants for interns and volunteers.
  • Support, plan and conduct/coordinate new employee orientation including provision of information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits etc.

Risk Management and Employee Relations    

  • Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
  • Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counselling employees and supervisors.
  • Working closely with the Compliance and Audit team, conduct investigations, respond to HR audit queries and prepare audit recommendations.
  • Work closely with local attorney, US Legal Unit to manage employee relation issues, closeout and startup in line with the local labor laws.

Compensation, Benefits and Payroll Management

  • In partnership with the MSH compensation unit and in consultation with the project leadership, perform job evaluations for MSH and ensure all new positions are correctly placed in the right bands and job family in consultation with the project and Compensation.
  • Periodically review HR vendors and service providers and select those to be recommended for use. Ensure that the regional offices' benefits package is evaluated and revised as necessary to remain competitive in the market.
  • Audit payroll actions/updates from time to time and ensure compliance.
  • Ensure that all promotions are properly justified both technically and in terms of compensation.
  • Support initiatives geared towards creation of a safe, healthy and happy workplace, conduct relevant MSH trainings and develop HR initiatives geared toward great place to work, promote safety and security at workplace and participate in health and safety committees.

Performance Management

  • Oversee the full cycle performance review cycle process and ensure that deadlines are met. Conduct training during performance review process.
  • Assist Supervisors/Managers with managing performance issues and ensure planning, monitoring, and appraisal of employee work results by:
  • Training managers to coach and discipline employees
  • Scheduling and participating in performance meetings with employees
  • Resolving employee grievances
  • Counseling employees and supervisors
  • Conduct training sessions to coach and support supervisors on managing performance in the workplace.
  • Support the Talent Management team with PPRD initiatives.

HR Management Information Systems         

  • Manage HR Metrics and effectively report data.
  • Audit   information in the Workday HRMIS system for accuracy.
  • Assist in analyzing statistical data and reports to support appropriate management decision making.
  • Support the establishment and maintenance of appropriate mechanisms to share ideas i.e. HR database, open discussions, employee-management meetings etc.
  • Provide HR reports to management including, but not limited to headcount, turnover, employee relations, budgeting, data validation, etc.

Education Qualification/Required Skills & Experience

  • University Degree in Human Resource Management or related field and an advanced degree in Business Administration (MBA) or similar field from an accredited university are required.
  • Minimum of 8 years of professional level HR experience, 10 years preferred, plus demonstrated success as an HR generalist supporting employee groups of 50+ employees.
  • Experience working with international development programs throughout Asia; demonstrable experience working with USG funded programs.

Knowledge and Skills:

  • Must have strong understanding of employment laws.
  • Demonstrated success in supporting other HR staff, key senior management and building relationship.
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  • Effective presentation and facilitation, team and leadership development, conflict resolution, and organizational influence skills in organizational effectiveness and leadership development, preferred.
  • Demonstrated ability to successfully coordinate HR activities with senior project management staff and proven ability to work successfully on a team in a fast-paced environment.
  • Strong organizational skills and attention to detail.
  • Excellent oral and written communication skills in English and fluency in local languages; other languages strongly preferred.
  • Demonstrated computer proficiencies, including Microsoft Office Suite, especially Word, Excel, PowerPoint and database management.
  • Ability to travel to assigned districts in India for HR initiatives as needed.
